Investigating the Effects of Constructing Interchanges in Realizing the Goals of Ecocity (Case Study: Qazvin City)

Abstract :

Today, considering the design and construction of bridges at the national level, interchanges are increasingly becoming a key component of urban transportation development. Like any other urban or infrastructure project, the construction of interchanges has influenced the various aspects of citizens’ lives at micro-, medium- and macro levels. On the other hand, the concept of Eco-city as a major approach to urbanization is well received and pursued in different areas worldwide. The main question of the study is: “How would the construction of urban interchanges contribute to the realization of the ecocity goals?” The present study incorporated the goals of the ecocity into five dimensions, i.e., transportation and traffic, the environment and resources, economic, social-cultural, and visual-perceptual dimensions, finally providing 30 components as the sub-sets of the aforementioned dimensions. The case study under investigation consisted of 9 interchanges in Qazvin City (6 overpasses and 3 underpasses). The methodology of the study is a mix of qualitative and quantitative design from a nature perspective, and from a procedure perspective, three types of descriptive research (i.e., field, survey, and documentation) were used. AHP results demonstrated that in terms of importance and weight the above five dimensions were as follows: transportation and traffic, the environment and resources, economic, social-cultural, and visual-perceptual dimensions, respectively. As for the second analysis, TOPSIS analysis showed that the overpasses highly outperformed the underpasses in the social-cultural dimension, as the underpasses underperformed the overpasses in the transportation, the environment and resources, economic, and visual-perceptual dimensions. It was concluded that the overpasses gained a score of 86.3% of the total importance to rank first, while the underpasses scored 13.7% to gain a lower rank in terms of realizing the ecocity goals. The findings also showed that the construction of interchanges, especially overpasses, would be useful in tackling traffic problems; however, this must take into consideration the relevant barriers to the realization of the ecocity goals and that it must be limited to cases where it is possible to scientifically justify the harms and damages in line with meeting the ecocity goals
