Abstract :

In recent years, the educational institution faces issues such as increasing costs and difficulties in providing costs and reducing educational quality. The constraints and pressures that the educational system faces through changing attitudes toward the quality of education, such as: the phenomenon of globalization, sustainable development , Human rights, peace and security, the overall quality of life at the individual, family, social and global levels have led scholars to seek solutions to improve the quality of education. One of the most important solutions is the use of strategic planning and thinking rather than reactive planning. Strategic planning is at three levels beyond macro, macro, and micro. In this research, strategic planning of human resources and its relationship with quality of education have been considered.
