Abstract :
The purpose of this study is to design a model of factors affecting the cooperation between education and municipalities to achieve the goals of the Education Transformation Document with a grounded theory approach. This research has a qualitative approach and the data theory method (grounded theory) has been used as the research method. The method of data collection is studying theoretical foundations and in-depth and open interviews with 25 principals, assistants, experts and teachers who are aware of the research topic. The sampling method was continued purposefully and to the point of theoretical saturation. To analyze the data, continuous comparison method was used during the three stages of open, axial and selective coding. Data analysis showed that 34 concept codes and 11 main categories are among the most important factors affecting the cooperation between education and municipalities to achieve the goals of the Education Transformation Document. Also, one of the proposed effective strategies for more cooperation is the contract between education and the municipality, as well as planning.
