Abstract :
The purpose of this research is to provide an Interpretive Structural Modeling of Public Service Motivation in the higher education sector. This research has a developmental purpose and was carried out in two phases. First, by Meta-Synthesis Method and searching, studying, scientific and systematic coding of 86 previous valid articles, the dimensions, components and indicators of the public service motivation model were identified and confirmed by the Delphi method. Validity and reliability were confirmed through Glynn's evaluation tool, formal and content validity and agreement between two coders and Kappa coefficient. In the second phase of the research, from the interpretive structural model and asking the opinions of 12 university experts, leveling and drawing the interactive relationships of the components were done. The findings show that the components of the first level of the model include (dependent variables) behavioral characteristics and social motivations and in the second level (internal structure variables) internal organizational tendencies and material values and in the third level (influences variables) external organizational tendencies and spiritual values. This research, by structural relationships among different levels, can help a very useful to introduce the necessary infrastructure to establish the public service motivation in the faculty members of public universities.
