ارزشیابی نظام پیشنهادها برمبنای مدل CIPP

چکیده مقاله :
به دنبال مصوبه سال 1379 شورایعالی اداری مبنی بر الزام دستگاههای اجرایی بخش دولتی به طراحی و استقرار "نظام پذیرش و بررسی پیشنهادها"، سازمانهای مختلف با رویکردهای متفاوتی سعی کردن نظام پیشنهادها را به اجرا در آورند. مقاله حاضر کوششی است در جهت ارزیابی این نظام برمبنای مدل CIPP در شرکت مخابرات استان یزد تا بتوان با شناخت کاستیهای مختلف آن در جهت بهینه سازی نظام تلاش نمود. بر این اساس چهار قسمت اصلی نظام پیشنهادها یعنی زمینه، درونداد، فرآیند و برونداد آن مورد بررسی و ارزیابی قرار گرفت. یافتههای این پژوهش نشان می دهد که، میزان سازگاری نظام پیشنهادها درشرکت مخابرات با شرایط وضعی آن و همچنین درجه مطلوبیت فرایند نظام پیشنهادها در حد متوسط است، ولی میزان مطلوبیت دروندادها، و میزان تحقق اهداف نظام پیشنهادها در شرکت مخابرات استان یزد زیر حد متوسط میباشد. بنابراین، لازم است با تعدیل شرایط محیطی و انجام تمهیدات مدیریتی درجه موفقیت آن افزایش یابد.
According to the Resolution of Administrative Supreme Council in 1379, all public sector agencies are obliged to design and implement suggestion system. This article tries to evaluate this system based on the CIPP Model in the Yazd Branch of Tele Communication Company. Based on this model, four dimensions of suggestion system – Context, Input, Process, and Output - were evaluated to find and improve its deficiencies. The results of this research indicate that the adaptability of the suggestion system with the situational variables in this public company and the desirability of its process are at an average level. Meanwhile, its effectiveness and its input desirability are under expectation. Therefore, it is necessary to enhance its degree of success by modifying environmental conditions and doing managerial actions.
