چکیده مقاله :
پژوهش حاضر با هدف شناسایی شایستگیهای راهبردی مدیران آموزش و پرورش مبتنی بر ارزشآفرینی منابع انسانی انجام شده است. این پژوهش از منظر هدف یک پژوهش اکتشافی است که با روش پژوهش آمیخته و مبتنی بر استدلالی قیاسی-استقرایی صورت گرفته است. جامعه آماری این پژوهش شامل اساتید دانشگاهی و مدیران باسابقه آموزش و پرورش گیلان است. نمونهگیری به روش غیراحتمالی و به صورت هدفمند صورت گرفته است. ابزار گردآوری دادهها مصاحبه و پرسشنامه میباشد. جهت تحلیل مصاحبههای تخصصی، روش تحلیل کیفی محتوا به کار گرفته شده است. در ادامه شاخصهای شناسایی شده با روش دلفی فازی اعتبارسنجی شده است. تحلیل دادههای پژوهش در فاز کیفی با نرمافزار MaxQDA و در فاز کمی با نرمافزار Matlab انجام شده است. برای دستیابی به اهداف پژوهش با تحلیل مصاحبه با خبرگان، مجموعهای از شاخصهای کاربردی شایستگیهای راهبردی مدیران آموزش و پرورش مبتنی بر ارزشآفرینی منابع انسانی شناسایی شدند. براساس نتایج به دست آمده، مقولههای فراگیر عبارتند از: مقولههای راهبردی، زمینهای و ارزشآفرین. مقوله فراگیر راهبردی خود شامل مقولههای سازماندهنده «رهبری و مدیریت آموزش و پرورش»، «شایستگیهای استراتژیک مدیران آموزش و پرورش» و «سیاستگذاری و خط مشی در آموزش و پرورش» میباشد. مقولههای زمینهای نیز شامل سه مقوله سازماندهنده است که عبارتند از: «ساختار سازمانی آموزش و پرورش»، «استقرار مدیریت دانش در آموزش و پرورش» و «آموزش و توانمندسازی مدیران آموزش و پرورش». در نهایت نیز مقوله فراگیر ارزشآفرینی از سه مقوله سازماندهنده «مدیریت عملکرد در آموزش و پرورش»، «فرهنگسازی در آموزش و پرورش» و «ارزشآفرینی منابع انسانی» تشکیل شده است.
چکیده انگلیسی:
this study aimed to identify the strategic competencies of education managers based on value creation in human resources. the purpose of this research is exploratory research which is mixed with research method based on deductive - inductive reasoning. the population of this study includes university professors and established managers of guilan education. the sampling method was non - probability and purposeful. the data collection tool is interview and questionnaire. content analysis method was used to analyze the specialized interviews. then identified indicators are validated by fuzzy delphi method. the analysis of research data in the qualitative phase was carried out using matlab software and in quantitative phase with matlab software. to achieve the objectives of the study by analyzing interviews with experts, a set of practical indicators of strategic competencies of education managers were identified based on human resource value creation. based on the results, inclusive categories are strategic, contextual, and contextual. its comprehensive strategy includes organizing" leadership and management leadership""strategic competencies of education managers "and" policy making and policy in education "contextual categories also include three organizing categories:"organizational structure of education" "establishment of knowledge management in education" and " education and empowering managers" finally, the inclusive category of value creation is formed from three categories of " performance management in education", "culture building in education " and "human resource value creation
