طراحی مدل بهرهوری سازمانهای دولتی ایران

ملخص المقالة :
هدف اصلی تحقیق حاضر، طراحی مدل بهره وری سازمان های دولتی ایران است. در این راستا پس از مطالعه مبانی نظری و پیشینه تحقیق، مدل مفهومی تحقیق، براساس عوامل مؤثر بر بهره وری سازمان های دولتی ایران، در سه دسته محیطی، سازمانی و فردی، و همچنین، موانع اصلی بهره وری سازمان های دولتی ایران، طراحی شد. پرسشنامه ای با 17سؤال برای رتبه بندی میزان تأثیر هردسته از عوامل و مؤلفه های آنها بر بهره وری سازمان های مذکور، و پرسشنامه ای با 19 سؤال برای رتبه بندی میزان تأثیر هریک از موانع بر روی هردسته از عوامل و مؤلفه ها تدوین گردید. در تنظیم پرسشنامه ها از نظرات تعدادی از خبرگان دانشگاهی و سازمانی، استفاده شد. آزمون آلفای کرونباخ جهت سنجش اعتبار پرسشنامه به کار رفت. پرسشنامه ها به نمونه آماری متشکل از 50 نفر توزیع شد. نتایج به دست آمده نشان داد که در مدل بهره وری سازمان های دولتی ایران، از بین عوامل اصلی، عوامل محیطی تأثیرگذارترین و عوامل فردی تأثیرپذیرترین عامل می باشد. همچنین، وجدان کاری که از زیر عواملفردی می باشد اولویت اول را کسب کرد. در نهایت، اولویت های حاکم برای وضعیت موجود، به عنوان مانع اصلی بهره وری سازمان های مذکور شناخته شد.
