ارائه الگوی کنترل کارکنان نامرئی در سازمانهای دولتی (موردمطالعه؛ دانشگاهها و مؤسسات آموزش عالی شهر ایلام)

ملخص المقالة :
پژوهش حاضر با استفاده از رویکرد پژوهش کیفی، به طراحی الگویی برای کنترل کارکنان نامرئی در سازمانهای دولتی پرداخته است. برای گردآوری دادهها از مصاحبهء نیمه ساختیافته و برای تحلیل دادهها از نظریه ء داده بنیاد استفاده شده است. جمعیت آماری پژوهش، مدیران دانشگاهها و مؤسسات آموزش عالی شهر ایلام بودند که به روش نمونهگیری گلولهبرفی انتخاب شدند. یافتهها نشان داد، کنترل کارکنان نامرئی تحت تأثیر شرایط علی، شرایط زمینهای و شرایط مداخلهگر قرار دارد. شرایط علی الگوی کنترلی شامل: سیستم ارزشیابی کارآمد، جو حمایتگری سازمان، نظام کنترل و نظارت کارآمد و ارتقای منصفانه کارکنان است. شرایط زمینهای شامل: جبران خدمات مؤثر، توجه به ویژگیهای شخصیتی افراد، رفتار حمایتی و اخلاقمحورانه مدیران میباشد. عوامل مداخلهگر شامل: قانون محوری، کاهش قدرتهای پنهان، داشتن برنامههای کنترلی شفاف و مشخص است. توانمندسازی مدیران، توسعه منابع انسانی، ارتقای صمیمیت سازمانی، هماهنگی شغل با توانایی کارکنان، نظام استخدامی مناسب راهبردهای الگوی کنترلی هستند و درنهایت کنترل کارکنان نامرئی موجب کارآمدی سازمانی، رضایت اربابرجوع، افزایش پاسخگویی سازمان، افزایش مشارکت و تعهد کارکنان میشود.
