ملخص المقالة :
شهرک های صنعتی در مناطق مختلف یک کشور به دنبال حداکثر بهرهمندی از مزیتهای جغرافیایی، منطقهای، اقتصادی و اجتماعی با حداقل هزینههای اقتصادی و اجتماعی ممکن میباشد و بر اساس این منطق، این شهرکها راه حلی برای کاهش مشکلات فعلی شهرهای صنعتی و بالقوه شهرهای در حال صنعتی شدن نیز محسوب میگردد. بطور خلاصه تجارب کشورهای توسعه یافته و برخی کشورهای در حال توسعه نشان می دهد که اگر تجمع های صنعتی درست بکار گرفته شود، با همراهی سایر اقدامات منجر به تشویق و ترغیب صنعتی شدن و هدایت صنایع از نظر مکان استقرار گردیده و بطور اساسی به هدفهای برنامه ریزی شهری و منطقه ای و توسعه صنعتی و اقتصادی کمک می نماید. بر همین اساس این تحقیق بدنبال، شناسایی عوامل تاثیر گذار بر عدم جذب و توسعه سرمایه گذاری در شهرک های صنعتی تهران و تعیین وزن این عوامل با استفاده از تکنیک تحلیل سلسله مراتبی فازی می باشد. در این پژوهش،گردآوری دیدگاه خبرگان با استفاده از پرسشنامه محقق ساخته و با استفاده از مقیاس فازی مثلثی لین، فازی سازی شده است. و در نهایت با استفاده از نرم افزار سوپردسیژن اوزان نهایی مشخص گردیده است. بر اساس نتایج بدست آمده، عوامل شناسایی شده به ترتیب درجه اهمیت عبارت بودند از سیاست‌های کلان اقتصادی، فقدان امکانات زیربنایی، عدم وجود سازمان اجرایی ـ مدیریتی، موانع نهادی و عدم مکان یابی بهینه. در پایان نیز راهکارهایی جهت افزایش و توسعه سرمایه گذاری صنعتی در شهرک های صنعتی تهران ارائه شده است.
