بررسی اثرات سیاستگذاریهای عمومی بر فرآیند احیاء و بازآفرینی بافت فرسوده در شهر شیراز

ملخص المقالة :
یکی از محدوده‌های مهم شهرها، بافت تاریخی و فرسوده آن شناخته می‌شود. در راستای حفظ و توسعه این بافت، عواملی گوناگونی دخیل هستند که سیاستگذاریهای عمومی در زمینه احیاء و بازآفرینی آنها نقش مهمی دارند. شهر شیراز به عنوان یک شهر تاریخی و گردشگری، دارای پهنه قابل توجه‌ای با عنوان بافت فرسوده است. در این پژوهش هدف آن است که ابتدا وضعیت سیاستگذاریهای عمومی بازآفرینی بافت فرسوده در شهر شیراز شناخته شود و سپس تاثیر این سیاست‌ها در وضعیت موجود نیز تحلیل و تبیین گردد. روش تحقیق توصیفی-تحلیلی و مبتنی بر گردآوری داده‌ها از طریق ابزار پرسش نامه است. روایی تحقیق از طریق جامعه نخبگان تایید و پایایی آن نیز با ضریب کرونباخ بیشتر از 70/0 تایید شد. جامعه آماری تحقیق را شهروندان شهر شیراز تشکیل داده‌اند که در مجموع 10 محله از بافت فرسوده شهر شیراز انتخاب و پرسشگری در سطح 380 نفر انجام شد. نتیجه آزمون نشان داد که 5 نوع سیاستگذاری در سطح کمتر از 05/0 و برابر با 000/0 معنادار شده‌اند. بررسی جهت معناداری نشانگر، ضعیف بودن سیاست گذاری‌های عمومی احیاء و بازآفرینی در بافت فرسوده است. بهترین وضعیت در میان 5 نوع سیاستگذاری، مربوط به سیاستگذاریهای نهادی-مدیریتی با میانگین 879/02 و بدترین شرایط برای سیاستگذاریهای اجتماعی-فرهنگی با میانگین 766/2 بوده است.بنابراین هیچکدام از سیاستگذاریهای عمومی در بازآفرینی بافت فرسوده به طور جدی مورد تاکید قرار نگرفته و آنچه که اعمال شده است، بسیار ضعیف می‌باشد. همچنین نتیجه مدلسازی معادلات ساختاری تایید نمود که سیاستگذاریهای عمومی بازآفرینی شهری می‌توانند در بهبود وضعیت بافت فرسوده شهر شیراز موثر باشند؛ بگونه‌ای که مقدار اثر کل سیاستگذاریهای اجتماعی-اقتصادی در بهبود وضعیت بافت فرسوده برابر با 70/0 بوده است. همچنین میزان تاثیر سیاستگذاریهای اقتصادی برابر با 39/0، سیاستگذاریهای زیست محیطی برابر با 77/0، سیاستگذاریهای نهادی-مدیریتی برابر با 79/0 و سیاستگذاریهای کالبدی برابر با 82/0 بوده است. آزمون کروسکال والیس نشان داد که سیاستگذاریهای عمومی بازآفرینی در سطح بیشتر از 05/0 ، تفاوتی معناداری را در میان 10 محله مطالعه شده در شهر شیراز نشان نمی‌دهد و همه محلات شرایط یکسانی داشته‌اند. بنابراین سیاستگذاریهای عمومی می‌توانند در بافت فرسوده تاثیرگذار باشند اما اثربخشی آنها منوط را اجرا و نظارت درست بر آنها دارد.
