تحلیل تأثیر سیاستهای جمعیتی بر تحولات جمعیتی و اجتماعی: چالشها و فرصتها در تراز قدرت ملی جمهوری اسلامی ایران

ملخص المقالة :
سیاستهای جمعیتی در جمهوری اسلامی ایران همواره تحت تأثیر نگرشها و تصمیمگیریهای نخبگان سیاسی شکل گرفتهاند و در نتیجه، دچار نوسانات و عدم ثبات در دورههای مختلف بودهاند. این ناهماهنگیها در سیاستگذاری و اجرا، مانع از تدوین و پیادهسازی یک برنامه جامع، منسجم و بلندمدت در حوزه جمعیت شده است. مقاله حاضر با بهرهگیری از چارچوبهای نظری «نخبگان» و «نظام سیاسی»، به تحلیل تأثیر سیاستهای جمعیتی پس از انقلاب اسلامی ایران بر ساختار جمعیت و تحولات اجتماعی کشور میپردازد. در این راستا، ضمن بررسی روند تغییرات در نرخ زاد و ولد، مهاجرت، ساختار سنی و جنسیتی و پیامدهای اقتصادی و اجتماعی آنها، تلاش شده تا چالشها و فرصتهای موجود در مسیر ارتقای تراز قدرت ملی جمهوری اسلامی ایران تبیین شود.
نتایج این پژوهش نشان میدهد که سیاستهای ناکارآمد و متغیر جمعیتی، در کنار تحولات اجتماعی-اقتصادی داخلی و فشارهای بینالمللی، منجر به بروز مشکلاتی همچون پیری جمعیت، کاهش نیروی کار جوان، مهاجرت نخبگان، و نابرابریهای منطقهای شده است. از سوی دیگر، فرصتهایی مانند بهرهبرداری از جمعیت جوان، افزایش سرمایه انسانی و ظرفیتسازی اجتماعی برای نوآوری نیز قابل شناساییاند. در پایان، مقاله پیشنهادهایی برای اصلاح سیاستهای جمعیتی با تأکید بر رویکردهای علمی، دادهمحور و همراستا با توسعه پایدار و تقویت قدرت ملی ارائه میدهد.
