بررسی رابطه بین توسعه خدمات اجتماعی و درآمدهای نفتی بر رفاه اجتماعی درکشورهای نفتی

ملخص المقالة :
کشورهای نفت‌محور همواره با چالش بهره‌برداری بهینه از درآمدهای نفتی برای توسعه خدمات اجتماعی و ارتقاء رفاه عمومی مواجه بوده‌اند. تأثیر این منابع بر رفاه اجتماعی به سیاست‌های تخصیص درآمد و نحوه مدیریت منابع نفتی وابسته است. در همین راستا، این پژوهش با استفاده از روش اقتصادسنجی رگرسیون کوانتایل، رابطه بین درآمدهای نفتی، توسعه خدمات اجتماعی، و رفاه اجتماعی را در بازه زمانی 2010 تا 2023 بررسی می‌کند. نمونه آماری شامل 12 کشور نفتی: ایران، عربستان سعودی، امارات متحده عربی، قطر، نیجریه، ونزوئلا، الجزایر، کویت، عراق، نروژ، روسیه، و قزاقستان است. متغیرهای اصلی تحقیق شامل درآمد نفتی، توسعه خدمات اجتماعی و رفاه اجتماعی هستند. همچنین، متغیرهای کنترل شامل نوسانات قیمت نفت، رشد اقتصادی، تورم و بیکاری در مدل گنجانده شدند. نتایج نشان داد که درآمد نفتی تأثیر مثبت و معناداری بر رفاه اجتماعی دارد که این تأثیر در دهک‌های بالاتر (50%، 80%، 90%) قوی‌تر و در دهک‌های پایین‌تر (10% و 20%) ضعیف‌تر است. همچنین، خدمات اجتماعی در تمامی دهک‌ها تأثیر مثبت و معناداری داشته است، که در دهک‌های پایین‌تر قوی‌تر از دهک‌های بالاتر بوده است. در نهایت مشاهده شد رشد اقتصادی تأثیر مثبتی در تمامی دهک‌ها داشت، به‌ویژه در دهک‌های پایین‌تر. تورم و بیکاری نیز تأثیر منفی بر رفاه اجتماعی داشتند، که این اثر در دهک‌های پایین‌تر قوی‌تر بوده است. این تحقیق با ارائه راهکارهای سیاستی، ضرورت مدیریت صحیح منابع نفتی و تخصیص مؤثر آن به خدمات اجتماعی را در دستیابی به توسعه پایدار و رفاه اجتماعی برجسته می‌سازد..
