شناسایی شاخصهای بهره‌وری بر اساس الگوی حکمروایی خوب شهری با تحلیل مضمون (مطالعه موردی: شهرداری‌های استان لرستان)

ملخص المقالة :
امروزه در اداره شهرها بهکارگیری روش‌های نوین مدیریتی و در رأس آنها حکمروایی خوب از اهمیت ویژهای برخوردار است. هدف از این پژوهش شناسایی شاخصهای مؤثر در بهره‌وری شهرداری‌های استان لرستان بر اساس حکمروایی خوب می‌باشد. روش تحقیق در این پژوهش آمیخته اکتشافی (کیفی-کمی) است. برای جمع‌آوری اطلاعات و داده‌های موردنیاز از مقالات علمی و پژوهشی که در حوزه حکمروایی خوب و بهره‌وری نمایه شده و قابل‌دسترسی هستند، استفاده‌شده است. در این پژوهش از روش تحلیل مضمون استفاده‌شده است. از بین شاخصهای مورداستفاده در سابقه پژوهش تعداد 358 شاخص با 782 بار تکرار استخراج گردید. سپس بعد کدگذاری شاخص‌ها و حذف کدهای ناقص و نامرتبط تعداد 159 کد گزینشی (شاخص) به دست آمد. بعدازآن اقدام به ایجاد تمها شده و با توجه به بازبینی، تصفیه و شکل‌دهی تم‌های فرعی 14 تم فرعی (مؤلفه) به دست آمد. پس از تعریف و بازبینی مکرر تم‌های اصلی تعداد 5 تم اصلی به‌صورت نهایی ارائه گردید. در نهایت داده‌های کیفی از طریق مصاحبه نیمهساختارمند توسط 20 نفر از خبرگان دانشگاهی موردبررسی دقیق قرار گرفت. نتیجه این بررسی منجر به کاهش کدهای گزینشی از 159 به 81 کد گردید و در تم‌های اصلی و فرعی تغییری ایجاد نگردید. نتایج به‌دست‌آمده بیانگر این است که بهره‌وری بر اساس حکمروایی خوب مجموعه عوامل ساختار مدیریتی (کارایی و اثربخشی، بینش راهبردی، انعطاف‌پذیری و آینده‌نگاری)، ساختار اجتماعی (مشارکت و اجماع‌سازی)، قانون مداری (حاکمیت قانون و ثبات سیاسی و نبود خشونت)، ساختار حقوقی (عدالت، مهار فساد و شفافیت) و پاسخگویی و ارزیابی (پاسخگویی، ارزیابی عملکرد و مسئولیت‌پذیری) را شامل میشود.
