نقش سازمانهای مردم نهاد و تشکل های مردمی در بازآفرینی بافتهای فرسوده شهری (نمونه موردی: محله مهدیه واقع در ناحیه غرب شهرکرد)

ملخص المقالة :
سازمان های غیردولتی، گروه هایی هستند که با استقلال از دولت، در جهت دفاع از منافع خاصی همچون مسائل اجتماعی، فرهنگی، کالبدی و ... تشکیل گردیده اند. یکی از نیازهای شهروندان ساکن بافت های فرسوده و قدیمی در شهرها،ورود تشکل های مردمی و سمن ها جهت بازآفرینی است چرا که توجه به این بافت ها جهت جلب مشارکت بخش خصوصی و رفع ناپایداری آن ها، به موضوعی محوری تبدیل شده و سازمان های غیردولتی را به تکاپوی بازآفرینی در شهر با حفظ ویژگی های اصلی کالبدی و فعالیتی سوق داده است. محله ی مهدیه در ناحیه ی غرب شهرکرد با مشکلاتی از قبیل فرسودگی کالبدی ابنیه، معضلات اجتماعی و فرهنگی، مسائل محیطی و ... به عنوان یک محله فرسوده محسوب می شودکه جهت احیاء آن، مشارکت مردم و تشکل های مختلف ضروری است. در این مقاله سعی بر آن است که با استفاده از پتانسیل سازمان های غیردولتی و سمن ها و با شناخت همه جانبه این محله، با بهره گیری از مدل تحلیلی SWOT، راهبردهایی را در جهت بازآفرینی بافت فرسوده این محله ارائه نماید. اطلاعات مورد نظر به صورت اسنادی و میدانی فراهم شده و جامعه آماری تحقیق را مردم و کارشناسان تشکیل می دهند. نتایج بیانگر آن است که نقش عوامل خارجی در فرسودگی محله مهدیه بیشتر از نقش عوامل داخلی بوده و استفاده از راهبردهای تهاجمی پیشنهاد می شودتا علاوه بر حفظ وضع موجود در محله هدف، تلاش کافی در زمینه تقویت نقاط قوت و استفاده بهینه از آن ها صورت گیرد. بر مبنای مدل Qspm مهمترین راهکارها شامل استفاده از پتانسیل شورایاری ها و افزایش نقش مشارکتی مردم و ایجاد کاربریهای مورد نیاز در محله می باشد.
