پیشرانها و پسرانهای همگرایی و واگرایی در ارتباط محیطی جمهوری اسلامی ایران و عراق در محیط منطقه ای غرب آسیا در هزاره ی جدید

چکیده مقاله :
از اصلی ترین موضوعاتی که از منظر مطالعات استراتژیک ، توجه قاطبه تحلیل گران سیستم بین الملل در مورد ارتباط محیطی دو کشور ایران و عراق را معطوب به خود نموده ، تفسیر ارتباط محیطی پیشرانها و پسرانهای همگرایی و واگرایی دو کشور در محیط منطقه ای غرب آسیا در هزاره جدید است. حال سوال این است که پیشرانها و پسرانهای همگرایی و واگرایی در ارتباط محیطی بین ایران و عراق در محیط منطقه ای غرب آسیا متاثر از چه پارامترهایی است؟ بنظر می رسد که پیشرانها (همگرایی) در قالب مولفه هایی همچون(ژئوپلیتیک،ژئواکونومیک ،ژئوکالچر،ژئواستراتژیک)وپسرانها(واگرایی)در قالب مولفه هایی همچون(تاثیر قدرتهای منطقه ای - بین المللی ، کنش های هویتی – مذهبی ، ناسیونالیسم) قابل تفسیر است. پژوهش حاضر از نوع کاربردی ، با روش کیفی و رویکرد توصیفی- تحلیلی و با شیوه ی کتابخانه ای تدوین و تحلیل شده است. یافته های پژوهش حاضر نشان می دهند که، استراتژی ایران در محیط منطقه ای غرب آسیا بر اساس مولفه هایی همچون ( حیطه مفاهمه ، حیطه معامله و حیطه مقابله ) تفسیر می شود. (ارتباط محیطی با عراق در راستای حیطه مفاهمه قابل تفسیر است). همچنین پیشرانهای موثر ( همگرایی) با برجسته سازی نقش ایران در قالب تئوری قدرت هوشمند در ارتباط محیطی بین ایران و عراق و زیر سویه های ان شامل ( بسیج مردمی و ابتکار عمل نظامی ) قابل تفسیر است. پسرانهای موثر ( واگرایی ) در ارتباط محیطی دو کشور نیز در قالب تئوری خوشه بندی های منطقه ای و زیر سویه های آن شامل ( تاثیر قدرتهای منطقه ای و بین المللی ، و کنش های مذهبی – هویتی ) قابل تفسیر است.
One of the main issues that has attracted the attention of all analysts of the international system regarding the environmental relationship between Iran and Iraq from the perspective of strategic studies is the interpretation of the environmental relationship of the drivers and the sons of convergence and divergence of the two countries in the regional environment of West Asia in the new millennium. Now the question is, what parameters affect the drivers and sons of convergence and divergence in the environmental relationship between Iran and Iraq in the regional environment of West Asia? It seems that the drivers (convergence) can be interpreted in the form of components such as (geopolitics, geoeconomics, geoculture, geostrategy) and the sons (divergence) in the form of components such as (the influence of regional-international powers, identity-religious actions, nationalism). The present study is of an applied type, with a qualitative method and a descriptive-analytical approach, and has been compiled and analyzed with a library method. The findings of the present study show that Iran's strategy in the West Asian regional environment is interpreted based on components such as (communication area, transaction area, and confrontation area). (Environmental relationship with Iraq can be interpreted in line with the communication area). Also, effective drivers (convergence) can be interpreted by highlighting Iran's role in the framework of smart power theory in the environmental relationship between Iran and Iraq and its sub-aspects including (popular mobilization and military initiative). Effective drivers (divergence) in the environmental relationship between the two countries can also be interpreted in the framework of regional clustering theory and its sub-aspects including (the influence of regional and international powers, and religious-identity actions).
