چکیده مقاله :
در استقرار کاربری علاوه بر بعد طبیعی، بعد اقتصادی نیز از اهمیت ویژه ای برخوردار است. بنگاه های اقتصادی بر اساس ویژگی های مکانی و طبیعی زمین در تصاحب موقعیت بهینه با یکدیگر رقابت میکنند. در این رقابت بنگاه دارای قدرت بیشتر و توان اقتصادی بالاتر، مکان بهینه تر را تصاحب میکند. این رقابت سبب افزایش ارزش اقتصادی زمین نسبت به موقعیت و ویژگی هایش میگردد. در نتیجه کاربری زمین تعریف شده بر زمینهای پیرامونیاش تأثیر گذاشته و ارزش زمین را به نفع صاحبان قدرت تغییر میدهد. در این میان موضوع منفعت عمومی هم مطرح است، ارزش پنهانی که عامه مردم از آن بهره مند گردیده و در تعارض مستقیم با منافع قدرت قرار میگیرد. این تعارضات منجر به ناپایداری هایی میشود که تغییرات کاربری زمین را در معرض تهدیداتی قرار میدهد که تنها با مداخلات نهادهای ذی ربط در سراسر جهان از جمله کمیسیون ماده پنج در ایران به پایداری میرسد. در این مقاله با استفاده از روش پسکاوی اقدام به مدلسازی بهینه برای کاهش میزان تاثیرپذیری تغییر کاربری زمین در کمیسیون ماده پنج، از تعارضات میدان قدرت و عموم مردم شده است. در نتیجه پس از تنظیم شاخصهای تغییر کاربری زمین و توجه به مقولههای رشد جمعیت و آینده پژوهی، مدل نظری با توجه به تغییر ساخت اجتماعی در کنار تغییر ساخت فضایی در کمیسیون ماده پنج ارائه گردیده و در نهایت مدل پیشنهادی و عملی تغییر کاربری زمین با درنظر گرفتن امکان تجدید نظر و با ماهیت چرخشی و رویکرد سیستمی در توسعه پایدار استخراج شده است.
In addition to the natural dimension, the economic dimension is also of particular importance in the establishment of land use. Economic enterprises compete with each other based on the spatial and natural characteristics of the land to acquire the optimal location. In this competition, the enterprise with greater power and higher economic potential acquires the more optimal location. This competition increases the economic value of the land relative to its location and characteristics. As a result, the defined land use affects its surrounding lands and changes the value of the land in favor of the powerful. In the meantime, the issue of public interest is also raised, a hidden value that the general public benefits from and is in direct conflict with the interests of power. These conflicts lead to instabilities that expose land use changes to threats that can only be stabilized with the interventions of relevant institutions around the world, including the Article Five Commission in Iran. In this article, using the post-processing method, an optimal modeling has been attempted to reduce the impact of land use change on the Article Five Commission, from the conflicts between the field of power and the general public. As a result, after setting land use change indicators and paying attention to the categories of population growth and future studies, a theoretical model was presented to the Article Five Commission, considering the change in social structure along with the change in spatial structure, and finally, a proposed and practical model of land use change was extracted, taking into account the possibility of revision, with a cyclical nature and a systemic approach to sustainable development.
