چکیده مقاله :
همواره ضوابط مرتبط با ساخت وسازها بی تردید نقش مؤثری در نیل به اهداف عالی برنامه ریزی شهری دارد و در این زمینه در راستای کنترل تخلفات ساخت و سازهای شهری، مدیریت شهری از طریق انواع برنامه ها و طرح ها و همچنین ابزارهای برنامه ریزی در جهت کنترل این گونه مسائل اقدام می نماید که در این زمینه یکی از عوامل کنترل کننده تخلفات ساخت و سازهای شهری کمیسیون ماده 100 می باشد . با توجه به اهمیت موضوع حاضر و تاثیرات افزایش تخلفات شهری بر زندگی شهروندان در مناطق جنوبی تهران به ویژه منطقه 16 تهران ، پژوهش عملکرد کمیسیون ماده 100 بر زیرساخت های شهر نواحی منطقه 16 تهران را مورد مطالعه قرار می دهد.هدف از پژوهش حاضر سنجش عملکرد کمیسیون ماده 100 بر تمامی جنبه های زیرساخت های شهری منطقه 16 است . این پژوهش با توجه به هدف از نوع کاربردی و با توجه به چگونگی گردآوری داده ها از نوع پیمایشی است و برحسب ماهیت داده ها از نوع پژوهش های کمی است و ابزار اصلی گردآوری داده های میدانی پژوهش، پرسشنامه تاپسیس می باشد کـه برپایـه پیشـینه پژوهش و مطالعات مقدماتی پژوهشگران در زمینه هماهنگ کردن پرسشنامه اصلی با شـرایط و مقتضیات خدمات مدیریت محلی تنظیم شده است.جامعه آماری تحقیق را کلیه کارشناسان و متخصصان حوزه برنامه ریزی شهری تشکیل می دهند که حجم نمونه آن بر اساس فرمول کوکران تعداد 30 نفر تخمین زده شد و در راستای رتبه بندی عملکرد کمیسیون ماده 100 در نواحی منطقه 16 از روش تصمیم گیری چند شاخصه تاپسیس استفاده شده است .نتایج نشان داد ضعیف ترین عملکرد کمیسیون ماده 100 که بر اساس پنج معیار اجتماعی ، شهرسازی ، محیط زیست ، ایمنی و امنیت مورد بررسی قرار گرفته ، مختص به ناحیه 4 ، سپس ناحیه 5 بوده است و عملکرد این کمیسیون در سایر نواحی قابل قبول بوده است .

Rules related to constructions always have an effective role in achieving the high goals of urban planning, and in this context, in order to control violations of urban constructions, urban management through various programs and plans as well as planning tools in the direction of control These kinds of issues act, which in this context is one of the controlling factors of urban construction violations of the Article 100 Commission. Considering the importance of the present issue and the effects of the increase in urban violations on the lives of citizens in the southern areas of Tehran, especially the 16th district of Tehran, the research studies the performance of the Article 100 Commission on the city infrastructures of the 16th district of Tehran. The purpose of the current research is to measure the performance Article 100 commission is on all aspects of the urban infrastructure of the 16th region.According to the purpose of this research, it is of an applied type and according to the method of data collection, it is a survey type, and according to the nature of the data, it is of a quantitative research type, and the main tool for collecting the field data of the research is the TOPSIS questionnaire, which is based on the background of the research and The preliminary studies of the researchers have been prepared in the field of harmonizing the main questionnaire with the conditions and requirements of the local management services. The statistical population of the research consists of all experts and specialists in the field of urban planning, whose sample size was estimated to be 30 people based on Cochran's formula. In order to rank the performance of the Article 100 Commission in the regions of Region 16, the TOPSIS multi-indicator decision-making method has been used.The results showed that the weakest performance of the Article 100 Commission, which was examined based on five social criteria, urban development, environment, safety and security, was specific to District 4, then District 5, and the performance of this commission was acceptable in other districts. Extended Abstract Introduction Violation of urban construction from the rules and standards of quality, technical and urban planning in Iranian cities is a deep-rooted and at the same time widespread reality that is increasing exponentially in line with urban growth and increasing effective demand in the construction industry. (Manouchehri Miandoab et al., 1399, 93). Construction violations due to the pervasive level and its long-term and lasting effects on the profile of cities are among the most important challenges of modern urbanization, which along with increasing effective demand in the construction industry, has faced cities with enormous challenges. The types of construction violations that affect the urban profile are significant in two ways: First; Violation in terms of type of use, area and floors that include aspects of urban planning.Second; Violation in terms of structure, consumables and stability of the building, which includes safety and security aspects.Always in Iranian cities, urban rules and regulations are generally the only document that executive institutions, citizens and the private sector, as urban developers, use and are required to comply with (Sarkhili et al., 2017, 6). The city of Tehran, as the capital of Iran, has about 12% of the total population of the country and the criteria related to construction play an effective role in achieving this city with the highest goals of urban planning, health, welfare, beauty, tranquility and security. he does. In order to achieve the goals and long-term vision of the city, these criteria always formulate a set of restrictions and restrictions for organizing the construction of urban road network, buildings and urban activities, which are mandatory. In Tehran, areas with a high percentage of texture Worn-out is always considered by urban builders, and therefore construction in these areas is more than other areas of Tehran, and the problem is that the high volume of construction violations in these areas and the damage caused by such violations on The physical-socio-economic atmosphere and architecture of the neighborhoods are influential. A comparison of the number of construction violations and cases in Tehran Municipality shows that on average during the years 1390 to 1397, for every 4 square meters of construction permits issued, 2 violations were reported to the Article 100 Commission of the Municipality, which indicates this figure. It is one of the significant volume of construction violations in Tehran. (Tehran Municipality Studies Center, 1398) Among these, many factors cause construction violations in Tehran, the most important of which is the access factor. Also, one of the main problems of unauthorized constructions in the country, non-observance of the standards and criteria of constructions in the studies of urban and rural development plans, accelerated housing due to lack of building permits, generally in small and short order without a plan and Supervisor with low and durable materials, even in unsafe places such as riverbeds and canals and in the vicinity of high voltage power towers, dominance of residential uses over public and service uses, illegal use of water, electricity, gas and telephone, separation Unauthorized housing, etc. In the meantime, urban development planning is considered as the most important legal and technical tool to guide and control the development of cities, and the modification of this tool is certainly effective in improving the methods of urban construction system. (Jami et al., 1999). According to the regulations of the approved plans for urban planning, as in different areas of the city, the type of land use in the region is different from other areas. The percentage of approved occupancy level and building density also differ. (Boroumand Quds, 2016, 63). One of the important authorities to investigate these violations is the Article 100 Municipalities Commission. In this regard, according to Article 100 of the Municipal Law, land and property owners located in the service area must obtain a building permit from the municipalities before construction, and the municipality is obliged by its agents to carry out unlicensed or unlicensed construction operations in Prevent enclosed or unenclosed land. In case of violation of this article, the continuation of the operation will be prevented and will be referred to the Article 100 Commission for consideration. The municipality of District 16 includes 6 districts, which according to the statistics of the Deputy of Urban Planning of Tehran Municipality, after District 18, has the most construction violations among all the southern districts of Tehran. (Tehran Municipality Studies Center, 1399) These constructions have created problems for citizens and urban management over time, part of which is dedicated to the performance of the Article 100 Commission of the 16th District Municipality. In fact, the performance of the Article 100 Commission directly and indirectly affects all aspects of life of the citizens of District 16, and among them, the effects of its performance on urban infrastructure are more than other factors. In this regard, the present study analyzes the performance of the Article Commission 100 studies the urban infrastructure of the 16th district of Tehran. Based on statistics, it can be said that approximately, 1768 more than a thousand building permits are issued annually, for example in 1399, 1768 building permits with 354600 square meters of infrastructure are issued in Yazd, of which 222 building permits in area 1 341 are in Zone 2, 439 are in Zone 3, 323 are in Zone 4, 256 are in Zone 5 and 187 are in Zone 6. The rate of construction violations in Tehran's 16th district and the comparison of the number of cases notified to the Article 100 Commission in 1400 with the last five years show a trend of 22 percent increase in construction violations in relation to unlicensed buildings and construction violations. Based on the above, the main question of the present study is how the Article 100 Commission of District 16 has performed and the ranking of District 16 districts What is the basis of performance on urban infrastructure by areas of District 16? Methodology To formulate any management plan, there is a need for criteria and decisions, and decision-making is always one of the important actions of managers and commanders in any organization, whether productive or disciplinary. Nowadays, considering the speed and volume of information and the challenges and problems facing organizations, the need to have criteria for determining the situation and planning based on strengths and weaknesses seems more than ever. The science of operations research has developed several quantitative methods for this purpose, including multi-criteria decision making, and among these models, the topsis model is of particular importance. The topsis algorithm, as a very powerful multi-criteria compensatory decision-making technique, is ideal for prioritizing options by simulating the answer, which has very little sensitivity to the weighting technique and the resulting responses do not change profoundly. In this method, the selected option must have the shortest distance from the ideal answer and the farthest distance from the most inefficient answer. In this study, while introducing the study area, the situation of the areas of District 16, according to the information collected and field studies, then quantitative and qualitative indicators related to social participation are determined. Data and field data were analyzed using the TOPSIS model in 6 stages. Finally, a kind of prioritization has been done in these areas according to the selected criteria and options. Results and Discussion Based on interviews with experts in the fields of urban engineering, urban management and geography and urban planning, five criteria, social, urban planning, environment, safety and security were examined. Since each of the proposed criteria is a qualitative criterion, these criteria are distinguished from the Likert scale: very low, low, medium, high and very high, and positively. Then, in order to convert qualitative indicators into quantitative ones and place them in the evaluation and decision matrix, the bipolar distance scale is used. In this regard, first, in Table 1, each of the items of the studied indicators was compiled. Then, in Table 2, the evaluation and decision-making matrix of the criteria measured by the topsis model in the districts of Tehran's 16th district is shown, and Table 3 shows the evaluation of bipolar distance scales. Meanwhile, District 4 and then District 5 have the weakest performance of the Article 100 Commission in District 16 of Tehran. Finally, in order to rank the options, Zone 1 with 0.627, then Zone 6 with 0.63, then Zone 2 with 0.621, respectively, seems to be the three zones present in terms of urban infrastructure based on the performance of the Article 100 Commission. They have more favorable conditions. After these areas, District 3 with 0.588 also has relatively favorable conditions in this field, then District 5 with 0.41 and finally District 4 with 0.15 have completely unfavorable conditions in terms of the performance of the Article 100 Commission in improving urban infrastructure. Conclusion Construction patterns have always had good results through the production of plans and programs for the development of cities or the organization, improvement and renovation of cities and urban neighborhoods. But in the cities of third world countries with historical background and with features such as having old and worn urban textures, high population density, economic problems, poverty, unemployment, lack of access to services, lack of services, lack of infrastructure, environmental pollution And other economic, cultural and social concerns. In recent years, construction violations have increased the urban problems of third world cities, and one of the most important cities that suffers from crises caused by construction violations is the city of Tehran. District 16 of Tehran, which is one of the southernmost and oldest areas of Tehran, has been faced with extensive worn-out textures, which have been renovated in the last ten years with the encouragement of builders, but a noteworthy point It is an issue that in the renovation of these structures, construction violations have also occurred in abundance in this area. It should be noted that one of the factors in increasing urban violations is the performance of the Article 100 Commission of the district municipality. It also reduces the performance of urban management in District 16. In this regard, the present study, considering the importance of the performance of the Article 100 Commission in different areas of District 16, has studied the analysis of the performance of the Article 100 Commission on urban infrastructure by areas of District 16 of Tehran, which showed the weakest The performance of the Article 100 Commission, which was examined on the basis of five criteria of social, urban planning, environment, safety and security, was specific to District 4, then District 5, and also the results showed that the performance of the Article 100 Commission in the field of urban infrastructure 1, 2, 3 and 6 wereacceptable.
