چکیده مقاله :
زمينه و هدف: بهداشت، ایمنی و محیط زیست (HSE)، در صنايع نفت و گاز به عنوان یک امر مهم در نظر گرفته می شود و این شرکت¬ها فرهنگ ایمنی و HSE را از اولویت هاي کلیدي خود می دانند. لذا این پژوهش با هدف ارائه شاخص هایی جهت تعیین سطح فرهنگ HSE به روش نردبان HSE در پالایشگاه گاز ایلام انجام شد. روش بررسي: ابزار گردآوري دادهها پرسشنامه هاي فرهنگ HSE ، مصاحبه با مدیریت ارشد HSE پالایشگاه و مشاهده مستندات است. براي تجزيه و تحليل داده ها از نرم افزار SPSS استفاده گرديد. یافته ها: بعد از شناسایی شاخص های تعیین سطح فرهنگ HSE در قالب چک لیست و امتیازدهی شاخصهای مورد تایید توسط خبرگان HSE از طریق توزیع دو پرسشنامه بین کارشناسان و متخصصینHSE انجام شد. سپس اولویت بندی شاخص های تعیین سطح فرهنگHSE (16 معیار) با استفاده از تکنیک F.TOPSIS و تحلیل فراوانی صورت گرفت و صحت سنجی نتایج به دست آمده توسط روش اسکالوگراف انجام شد. در این تحقیق، به ترتیب تعهد مدیریت به مسائل HSE و وجود سیستم پاداش مناسب در زمینه اجرای الزامات HSE ، اولویت اول تا اولویت 16 را در بین 16 شاخص دارا می باشند. بحث و نتیجهگیری: با استفاده از شاخصهای تعیین شده در تحقیق، ارزیابی به روش نردبان فرهنگ در محدوده پیشگیری محاسبه گردید. با توجه به نتایج به دست آمده، باید اقدامات لازم جهت ارتقا سطح فرهنگHSE در محیط پالایشگاه و رسیدن به مرحله خلاقانه صورت گیرد.
Background & Objective: Health, Safety and Environment (HSE), the oil and gas industry as an important matter to be considered and the HSE's corporate safety culture and their key priority. This study aims to provide indicators for determining the level of HSE culture to culture in Ilam Gas Refinery ladder method was performed. Material and Methodology: Data collection tools included HSE culture questionnaires, interviews with HSE senior management and documentation review. SPSS software was used for data analysis. Findings: After identifying HSE culture criteria in the form of a checklist and scoring criteria approved by HSE experts, an integrated model and executive procedure was developed to assess the HSE culture. The prioritization of HSE culture criteria (16 criteria) was done through F. TOPSIS and frequency analysis. Scalogram analysis method was used for the validation of results. In this study, among the sixteen criteria, "management commitment to HSE issues" was in the first priority and "an appropriate reward systems for the implementation of HSE requirements" was in the final priority. Discussion and conclusion: Using the criteria defined in the study, evaluation culture ladder method was calculated in the range of prevention. According to the results, measures shall be taken to promote a culture of HSE in the refinery and get to be creative.
