واکاوی مفهومی سواد آبی در بخش کشاورزی: شناسایی ابعاد و مؤلفه¬های مدیریتی از منظر ذی¬نفعان نهادی و مطلعین کلیدی

چکیده مقاله :
سواد آبی مفهومی جدید در پژوهشهای مرتبط با مدیریت تقاضای آب و یکی از راهکارهای ارتقای آگاهیهای عمومی در زمینه مسائل مرتبط با آب است و قابلیت این را دارد که برآوردی از دانش، نگرش و رفتار آبی جامعه ارائه میدهد. پژوهش حاضر با هدف شناسایی مؤلفههای مدیریتی سواد آبی جامعه کشاورزان قرچک از منظر ذینفعان و مطلعین کلیدی بخش جهاد کشاورزی این شهرستان انجام شده است. رویکرد این مطالعه کبفی از نوع تحلیل مضمون است. ابزار جمعآوری اطلاعات، مصاحبههای نیمهساختاریافته است که با استفاده از روش نمونهگیری هدفمند از نوع متجانس با 17 نفر از مطلعین کلیدی حوزه آب در بخش کشاورزی که نسبت به سواد آبی کشاورزان شناخت داشته و تجربه مواجهه با اقدامات صورت گرفته از جانب کشاورزان را داشتهاند، انجام پذیرفت. اطلاعات به دست آمده در این مطالعه با روش تحلیل مضمون تحلیل شدند. یافتههای حاصل از تحلیل اطلاعات و مقایسۀ اظهارات ذینفعان نهادی و مطلعین کلیدی از سواد آبی در بخش اقدامات و فعالیتهای مدیریتی مرتبط با بخش کشاورزی به 7 مقولۀ فراگیر شامل 1-سیاستگذاریهای مرتبط با مدیریت منابع آبی در بخش کشاورزی؛ 2-طراحی و توسعه راهبردهای هماهنگ با ظرفیتها و محدودیتهای منابع آبی در حوزه کشاورزی؛ 3-مدیریت تحقیقات و نوآوری در حوزه کشاورزی؛ 4-توسعه سامانههای اطلاعاتی ؛ 5-سازماندهی و توسعه آموزش و فرهنگ ترویج در بخش کشاورزی؛ 6-بهرهمندی از مدیریت پایدار منابع آبی در بخش کشاورزی و 7-بهرهمندی از مدیریت مشارکت و تشویق در بخش کشاورزی دستهبندی شدند. نتایج نشان میدهد که با استفاده از ابعاد و مؤلفههای مدیریتی مورد بررسی در حوزه سواد آبی کشاورزان شهرستان قرچک، همراه با تدوین سیاستگذاریها و توسعه راهبردهایی در زمینه مدیریت منابع آبی، تقویت فرهنگ ترویجی، بهبود زیرساختها و ارتقای ظرفیتهای موجود در بخش کشاورزی، میتوان به بهبود و اصلاح فعالیتها و اقدامات سازمانی در بخش کشاورزی دست یافت.
Water literacy is a new concept in research related to water demand management and one of the ways to improve public awareness in the field of water-related issues, and it has the ability to provide an estimate of society's water knowledge, attitude and behavior. This study aimed to redefine and identify the components of water literacy from the perspective of institutional stakeholders and key informants within the Agricultural Jihad sector of Qarchak County. Using a qualitative approach and thematic analysis, data were collected through semi-structured interviews with 17 key informants selected via purposive homogeneous sampling. These participants, who were knowledgeable about farmers’ water literacy and had experience with their water management practices, provided insights that were analyzed to identify key themes. The findings revealed 7 inclusive categories of water literacy components, including policy-making related to water resource management in agriculture; designing and developing strategies aligned with the capacities and limitations of water resources in agriculture; management of research and innovation in the agricultural sector; development of information systems; organization and expansion of education and extension culture in agriculture; utilization of sustainable water resource management in agriculture, and utilization of participatory management and incentives in agriculture. The results indicate that by employing the managerial dimensions and components examined in the field of farmers’ water literacy in Qarchak County along with formulating policies, developing strategies for water resource management, strengthening the extension culture, improving infrastructure, and enhancing existing capacities in the agricultural sector it is possible to improve and reform organizational activities and measures in agriculture.
