طراحی چارچوب مسئلهشناسی تولید در شرکت ملی نفت ایران به روش تحلیل عاملی اکتشافی

چکیده مقاله :
این پژوهش به صورت اکتشافی، مولفههای شناخت مسائل سیاستی را تحلیل و چارچوب مسئلهشناسی تولید در شرکت ملی نفت ایران را طراحی نموده است. در فرایند این پژوهش مولفههای احصاء شده در پژوهشهای پیشین شامل ۳۲۴۳ مفهوم، ۲۶۴ مولفه فرعی و ۱۶ مولفه اصلی بر اساس نظرسنجی از کارشناسان و مدیران صنعت نفت و خبرگان حوزه مدیریت انرژی و سیاستگذاری عمومی در قالب عوامل مدیریتی، عوامل اجرایی، عوامل پیرامونی، عوامل ماهیتی و دستاوردهای شناخت مسائل سیاستی در سیاستگذاری تولید در شرکت ملی نفت ایران صحت سنجی و اولویت بندی گردیدند. نتایج نشان میدهد که بیشترین توافق از منظر مشارکتکنندگان در پژوهش بر شناخت کارائی و اثربخشی مسائل سیاستی در شرکت ملی نفت ایران و کمترین توافق بر شناخت موضوعی مسائل حاصل شده است. چارچوببندی فرایند شناخت مسائل مرتبط با موضوع این پژوهش نشان دهنده نقش شناخت نهادی و درک جامعیت مسائل در چارچوب عوامل مدیریتی، نقش گونه شناسی و شناخت موضوعی، محتوایی و شکلی مسائل در چارچوب عوامل مربوط به ماهیت مسئله، نقش شناخت و نگاشت ذینفعان و عوامل زمینهای و محیطی مرتبط با مسائل در چارچوب عوامل پیرامونی مسئله، شناخت فناوریهای مرتبط با تولید و ساختار مسئله در چارچوب عوامل اجرایی و شناخت رویکرد، شفافیت، کارایی و اثربخشی و مشروعیت مسائل به عنوان دستاوردهای فرایند شناخت میباشد.
In an exploratory way, this research has analyzed the components of understanding political issues and designed the framework of production problems in the National Iranian Oil Company. In the process of this research, the components counted in previous researches include 3243 concepts 264 sub components and 16 main components based on a survey of experts and managers of the oil industry and experts in the field of energy management and public policy in the form of managerial factors, factors implementation, peripheral factors, intrinsic factors and the achievements of understanding policy issues in production policy making in the National Iranian Oil Company were verified and prioritized. The results show that the highest agreement from the perspective of the participants in the research was on the recognition of the efficiency and effectiveness of policy issues in the National Iranian Oil Company, and the lowest agreement was reached on the thematic recognition of the issues. Framing the process of recognizing issues related to the subject of this research shows the role of institutional recognition and understanding the comprehensiveness of issues in the framework of management factors, the role of typology and thematic, content and formal recognition of issues in the framework of factors related to the nature of the issue, the role of recognizing and mapping stakeholders and Contextual and environmental factors related to issues in the framework of peripheral factors of the issue, recognition of technologies related to production and structure of the issue in the framework of executive factors and recognition of the approach, transparency, efficiency and effectiveness and legitimacy of issues as the achievements of the recognition process.
