        Abstract:The present Russian political system is tied up with Putin's name; and Putin is consi-dered as a full-fledged political reality. Today's powerful Russia, which has got a new life after the Cold War and the weak collapse period, and has a major impact on global developments including the Middle East, is not understandable except under this title. What inspired writers to analyze Putin's performance is to study the causes of the exis-tence of a personality such as him and the formation of Putinism in today's Russian so-ciety. Knowing the performance of Putin and Putinism requires a clear answer to some questions like, why the phenomenon of Putinism in the 21st century whit democratic structure has emerged and persisted, and what is Putinism at all? The hypothesis that will be presented to understand this issue is that the long-standing political culture of Russia and the geographical and historical imperative of Russian nation have led to the emergence and continuation of Putinism in today's Russian society, as well as the secu-rity and economic problems of the 1990s, humiliation, pressure, and blockade of the west against Russia is the mainstay of the emergence and continuation of Putinism. To investigate the hypothesis of research, firstly we examine the system of pseudo-democracy and then we will discuss Putin's functions and behaviors in the economic, political, and social spheres. Finally, we will discuss about the Russian domestic context and the external factors that led to the formation of Putinism. Manuscript profile

        The present article aims to examine Isaiah Berlin's views and ideas, and gives answers to the questions of how political goodness is linked to the concept of negative liberty in Berlin's thought, and how his view of political goodness has formed his critique looking toward the political system of the Soviet Union. Political goodness in Berlin's thought seems to be multiplied, and from the pluralist perspective links to the notion of negative freedom, which means the choice among values by the humans. Berlin believes that political goodness belongs to certain cultural and social contexts and criticize it for the fact that the Russian Communism has a monistic view of political truths in society. In other words (Namely), it can be said that negative liberty as a restriction of decision-making and human selection, is the most important and central element of the political goodness, and without it, other goodness cannot be raised considerably. According to Isaiah Berlin's pluralistic view, we find that the ruling party in the Soviet political system, based on Marxist ideology, is a monotonous and monistic party that did not allow growth and presence of other political ideas.         The idea of populism or Narodniki in Russia has received less attention in Iran because it has been placed in the shadow of Russian communist leftist ideas. Conceptually, this idea is far beyond populism and Russian communism, and has had wide-ranging effects both in Russia and outside of this country. How this thought has been able to be so influential is the main issue in this article that the authors have tried to analyze with the aim of investigating its roots, dimensions and consequences. In fact, the main question is how populist thought appeared in Russia and why did it become an effective and widespread trend? The hypothesis of this article is that the idea of populism emerged as a reaction to the neglect of the role of the people in the political life of Russia in the second half of the 19th century, and because of its acceptance by intellectuals and based on a combination of three British constitutional and democratic views. French socialism and Russian nativism were spread. To investigate this hypothesis, we have used the analytical-descriptive method of political thoughts from the perspective of Thomas Spragens and in a qualitative format. The finding of this article is that social issues have arisen and the intellectual responses of thinkers, despite their own timeliness, have been reproduced in a way for centuries and are still useful and very important for understanding the social and political conditions of the periods after that.
