Abstract :
Universities have a magnificent role in the sustainable development of their country and international scientific production of their country. Purpose of this paper is expansion of using balance scorecard in universities In order to improve performance of universities in learning and educating. The Balanced Scorecard (BSC) is an extensively adopted performance management framework in a lot of organizations and first introduced in the early 1990s. The Balanced Scorecard is a pure measurement system and it has been proposed as the basic for a Strategic Management System. We can describe the Balanced Scorecard as a meticulously picked out set of measures derived from an organization’s strategy. Achieving all of objective in the real world is rigorous and in many times it is impossible therefore researcher proposed goal programming as a solution. This paper intend to treat this problem by using an integrated approach base on fuzzy DEMATEL and Shapley value for determining the priority of objective and goal programming is aimed to reduce deviation from goals
