حریم و نواحی فراشهری آن در مطالعات شهری همواره به عنوان فضایی برای توسعه آتی شهرها در نظر گرفته می شود، توسعه ای که نحو چگونگی آن تا امروز محل مناقشه میان سیاستمداران و برنامه ریزان بوده است. حریم منطقه شهری تهران به علت مشکلاتی که در وضعیت مدیریتی، ساختاری و قانونی آن وجود دارد، همواره محل مناقشه میان ذینفعان طرفدار حفاظت و توسعه بوده است. تصویب طرح های مختلف حریم پایتخت که رویکرد حفاظتی را توصیه می کننند چالشی را به وجود آورده است مبنی بر اینکه ذینفعان اصلی و مالکین اراضی که در حریم قرار دارند، چگونه میتوانند از این منابع استفاده کنند که هم منافع آنها تأمین شود و هم منافع شهرداری بهعنوان ناظر حریم برای حفاظت از آن. هدف پژوهش حاضر، تدوین کاربست راهبردهایی است که بتواند از طریق شراکت عمومی خصوصی در مدیریت حریم، ذینفعان متعدد را در جهت حفاظت از آن با حفظ منافع، ترغیب کند. نوع تحقیق حاضر کاربردی و روش مطالعه آن توصیفی- تحلیلی است. روش جمعآوری اطلاعات، پیمایشی و انجام مصاحبه و تکمیل پرسشنامه با خبرگان و کارشناسان از طریق تکنیک دلفی بوده است. نتایج تحقیق نشان میدهد که تحقق شراکت عمومی خصوصی در مدیریت و حفاظت از حریم پایتخت، نیازمند برطرف کردن محدودیتها و توجه به زمینههای شراکت عمومی خصوصی در مدیریت آن است. برای از بین بردن محدودیتها و شکلگیری زمینههای شراکت عمومی خصوصی در حریم ، نیاز به یک محیط توانمند ساز است که در قالب آن محیط قانونی و سیاسی موجود بتواند شفافیت، اعتماد و پاسخگویی طرفین شراکت عمومی- خصوصی در مدیریت حریم را به وجود آورد.
Limit line and its extra-urban areas in urban studies are always considered as a space for the future development of cities, a development whose method has been a source of controversy between politicians and planners until today.. The urban fringe of capital (Tehran metropolis) has always been a place of conflict between the stakeholders in favor of pro-conservation and development due to the problems that exist in its management, structural and legal status. The preparation and approval of various urban fringe plans in Tehran that recommend a conservation-based approach has created a challenge of how the main stakeholders and landowners who are in the privacy can use these resources to ensure their mutual benefit. And the interests of the municipality as a urban fringe overseer to protect. The purpose of this study is to Formulation of strategies practice that can, through public-private partnerships in urban fringe management, encourage multiple stakeholders to protect it while preserving the benefits. The type of research is applied and the study method is descriptive-analytical. The method of collecting information was survey and conducting interviews and completing questionnaires with experts through Delphi technique. The results of the present study show that the realization of public-private partnership in the management and protection of the urban fringe of Tehran, needs to remove the limitations and pay attention to the areas of public-private partnership in the management of the urban fringe. In order to eliminate the limitations and form the grounds of public-private partnership in the management of Tehran urban fringe, an empowering environment is needed in which the existing legal and political environment can create transparency, trust and accountability of the parties of private-private partnership in urban fringe management bring.
