سیاست گذاری تطبیقی با تاکید بر شهر اکولوژیک؛ نمونه موردی رودخانه زاینده رود

چکیده مقاله :
هدف از این پژوهش بررسی سیاست های برنامه ریزی شهری در راستای تقویت شبکه های اکولوژیکی و استفاده از رویکرد تلفیقی برای برنامه ریزی، طراحی و مدیریت محیط زیست رودخانه زاینده رود است. روش پژوهش توصیفی - تحلیلی و جمع آوری اطلاعات به صورت مطالعات اسنادی و کتابخانه ای انجام و ضمن تبیین نقش و جایگاه رودخانه ها به عنوان پارادایم شاخصه های طبیعی، در حوزه پیمایش منطقه مورد مطالعه از روش های مشاهده مستقیم و روش بررسی بصری در بستر مطالعات میدانی و همچنین نقشه های GIS شهر اصفهان استفاده و به شناسایی کلیه سیاست ها و متغیرهای اصلی حفاظت از رودخانه ها پرداخته و در انتها کلیه سیاست های اقتباس شده از تجارب جهانی، ملی، طرح های فرادست و... طبق نظرات کارشناسان و مدیران شهری، با استفاده از تکنیک دلفی، ارزش گذاری و اولویت بندی شده و راهبرد های تحقق پذیر و خاص رودخانه زاینده رود در مقیاس های مختلف ملی، منطقه ای و شهری ارائه گشته است. یافته ها نشان داد؛ عارضه بخشی نگری در عملکرد دستگاه های اجرایی بر مشکلات زاینده رود افزوده است. وجود برخی ناهماهنگی های مدیریتی به ویژه در حوضه آبریز زاینده رود موجب شده نتوان در واقع راه حل بلند مدتی برای ایجاد پایداری در آن ایجاد نمود. تبیین و استقرار نظام مدیریتی و عملکردی واحد در این حوضه ی آبریز می تواند یکی از اهداف مهم سیاست های کنترل منابع آب در سال های آتی برای این حوضه ی آبریز خواهد باشد.
The purpose of this research is to investigate urban planning policies in order to strengthen ecological networks and to use an integrated approach for planning, designing and managing the environment of Zayandeh Rood River. The research method is descriptive-analytical. Data collection was done in the form of documentary and library studies. And while explaining the role and position of rivers as a paradigm of natural features, direct observation methods and visual inspection methods were used in field studies as well as GIS maps of Isfahan city. And all the main policies and variables of river protection were identified. And at the end, all the policies adapted from global and national experiences, extraterrestrial plans, etc., according to the opinions of experts and city managers, were valued and prioritized using the Delphi technique. And the realizable and specific strategies of Zayandeh Rood River were presented at different national, regional and urban scales. The findings showed; The complication of partiality in the performance of executive bodies has added to the problems of Zayandeh Rood. The existence of some management inconsistencies, especially in the Zayandeh Rood catchment area, has made it impossible to create a long-term solution to create stability in it. Explaining and establishing a single management and functional system in this watershed can be one of the important goals of water resources control policies in the coming years for this watershed.
