The purpose of this study is the effect of participation in public sports activities on the level of public health and social vitality based on the theory of planned behavior in the form of a conceptual model. The research method is descriptive correlation with the confirmatory factor analysis approach. Information was collected from 288 people from including all participants in public sports activities of Tehran Municipality. Measurement tool of three standard questionnaires, Goldberg General Health (1979), Oxford Happiness OHI Argil (2001) and the Planned Behavior Questionnaire of Karimi et al (2012). Divergent, convergent and differential validity of the model was confirmed by first and second order confirmatory factor analysis. With the structural equation model and Smart Pls software, it was determined that regular physical activity based on planned behavior directly (0.73) and indirectly (0.21) by creating happiness has a total effect of 0.94 on general health. Also, the results showed that the biggest effect on planned participation in sports activities comes through family encouragement and mass media advertising, especially television, and this has the biggest effect on physical health. It is suggested that public sports should be considered as a valuable opportunity to raise the level of mental health and social vitality in the society.
