تاثیر طرح تحول سلامت بر توزیع نیروی انسانی در بیمارستانهای منتخب دانشگاه علوم پزشکی تهران

چکیده مقاله :
مقدمه: با اجرای طرح تحول سلامت، انتظار میرود میزان مراجعه بیماران به بیمارستانهای دانشگاهی و شاخصهای عملکردی تغییر یابد. بنابراین بیمارستانها نیاز نیروی انسانی خود را بیشتر لمس نموده و در جهت رفع ان اقدام مینمایند. لذا پژوهش حاضر با تعیین تغییرات در شاخصهای عملکردی قبل و بعد از طرح تحول سلامت، و ارتباط این تغییرات با توزیع نیروی انسانی در بیمارستانها انجام شد. روش پژوهش: این پژوهش از نوع توصیفی - تحلیلی بود و جامعه آماری را منابع اطلاعاتی موجود در بیمارستانهای منتخب دانشگاه علوم پزشکی تهران تشکیل میداد. ابزار گردآوری دادهها فرم جمعآوری اطلاعات بود و نتایج با استفاده از نرمافزارExcel ، Spss و آزمونهای همبستگی پیرسون و تی زوج دو نمونهای تحلیل گردید. یافتهها:در این مطالعه، شاخصهای عملکردی باتوزیع نیروی انسانی در بعد از اجرای طرح تحول سلامت رابطه معنادار داشت و در بررسی وضعیت کمبود نیروی انسانی قبل و بعد از اجرای طرح، نتایج نشان داد که طرح تحول سلامت بصورت معنیداری بر کاهش کمبود نیروی انسانی موثر بوده و این تاثیر تنها در پیراپزشکان که شامل کادر اتاق عمل، علوم آزمایشگاهی و رادیولوژی بیمارستانها بود مشاهده نشد. نتیجهگیری: نتایج بیانگر افزایش ارائه خدمات در سطوح نیروی انسانی بوده و در گروه پرستاری کمبود بیشتری وجود داشت. بنابراین طرح تحول بر وضعیت نیروی انسانی بیمارستانها تاثیر داشته و با بالارفتن شاخصهای عملکردی، نیروی انسانی بیشتر بکار گرفته شده است.
Introduction: While implementing Healthcare Overhaul Plan, the process of patient flow might have changes and performance indicators. So, Governmental hospitals, encounter better with shortages and need to workforces. This research conducted to determine the changes in hospital indicators before and after Healthcare Overhaul Plan and relationships of these changes to distribution of selected hospitals workforces. Methods: This study was a descriptive-analytical study. Study population consisted of database of hospitals affiliated to Tehran University of Medical Sciences. Data gathering tools were forms which gathered. Data analyzed using Excel and SPSS software and Two-sample t-tests and Pearson correlations. Results:in this study, performance indicators had significant relationship with distribution of hospital workforces in after the implementation of Healthcare Overhaul Plan. And in the state of manpower shortage in hospitals before and after the implementation of Healthcare Overhaul Plan, the results showed that Healthcare Overhaul Plan significantly contributed to reducing manpower shortage and this impact only in the paramedics group, including staff operating room, laboratory and radiology was not observed. Conclusion: According to the standards of the Ministry of Health, there have been deficiencies in nursing human resources. The results indicate an increase in the levels of services. So healthcare overhaul plan have an impact on human resources and the higher the performance indicators used more manpower, the results also indicate the issue.
