چکیده مقاله :
نحوه مواجهه با بافت‌های ناکارآمد شهری در ادوار مختلف بر اساس الگوهای مختلفی بوده است که متأسفانه نتیجه مطلوبی در جهت بهبود آنها به دست نیامده است ایجاد مراکز نوآوری شهری سبب شکل‌گیری رویکردی نوین برای بازآفرینی بافت‌های ناکارآمد شده است؛ اما مسئله این است که آنها نیز نتوانسته‌اند تأثیر چشمگیری در این بافت‌ها بگذارند؛ زیرا نواحی نوآوری اعیانی‌سازی را تشویق می‌کنند و ممکن است موجب کاهش فرصت‌های شغلی برای افراد کم‌سوادتر شوند، بدین ترتیب نیاز به سیاست‌ها و اقداماتی مبتنی بر جامعه است که از اعیانی‌سازی جلوگیری کند؛ بنابراین هدف پژوهش شناسایی عوامل مؤثر بر ایجاد نواحی نوآوری با تأکید بر بازآفرینی محلات ناکارآمد شهری است. در این پژوهش ابتدا عوامل مؤثر از طریق مرور ادبیات نظری به‌دست‌آمده و سپس برای تکمیل و غربالگری آن عوامل از روش دلفی در دو راند استفاده شده است، در نهایت 28 عامل به‌دست‌آمده است که در سه بعد کالبدی و محیطی، شبکه‌ای و اجتماعی و اقتصادی قرار گرفته‌اند.

The engagement with inefficient urban fabrics across different periods has not yielded satisfactory results. The establishment of urban innovation centers has led to a novel approach for the regeneration of inefficient areas; however, the issue remains that these centers have also failed to make a significant impact on these areas, as innovation zones tend to encourage gentrification and may reduce job opportunities for less educated individuals. Thus, there is a need for community-based policies and actions to prevent gentrification. The aim of this research is to identify the factors influencing the creation of innovation zones with an emphasis on the regeneration of inefficient urban neighborhoods. In this study, the influential factors were initially derived through a literature review, and then to complete and screen these factors, the Delphi method was employed in two rounds. Ultimately, 28 factors were identified, categorized into three dimensions: physical and environmental, network-related, and social and economic.
