بررسی وضعیت فضای کسب و کار در استان آذربایجانشرقی و راهکارهای ارتقای آن

چکیده مقاله :
در این مقاله هدف، استفاده از یک رویکرد تلفیقی از تحلیل سلسله مراتبی فازی و کارت امتیازی متوازن برای ارزیابی فضای کسب و کار استان آذربایجان شرقی می باشد. نخست فضای کسب و کار در استان آذربایجان شرقی بررسی و در ادامه نتایج مطالعات موسسه مطالعات اقتصادی براساس مدل کارت امتیازی متوازن در چهارجنبه؛ مالی، مشتری، فرآیندهای داخلی، و رشد و یادگیری دسته بندی و تحلیل می گردند. شاخص های استخراجی پس از تحلیل وضعیت فضای کسب و کار استان آذربایجان شرقی و چالش های پیش روی این بخش، با تحلیل فرآیند سلسله مراتبی فازی وزن دار گردیده، بر این اساس حوزه مالی با یک وزن اولویتی 126/0 مهمترین چشم انداز و در مرتبه دوم حوزه رشد و یادگیری با وزن اولویتی 068/0 مورد نظر قرار گرفته است. حوزه مشتری با وزن اولویت 056/0 در مرتبه سوم اهمیت و در نهایت حوزه فرایندهای داخلی با اولویتی 047/0 مورد توجه قرار گرفته اند. متناسب با اولویتهای یاد شده، راهبردهایی برای ارتقاء فضای کسب و کار با نظرخواهی از خبرگان طراحی و 36 راهبرد کلان شناسایی و سپس جهت انتخاب موثرترین راهبردها و با نظرخواهی در نهایت 14 راهبرد کلان انتخاب گردید، که برای آنها نیز راهکارهای ارائه گردیده است.
The purpose of the present research is to use a combination of Fuzzy AHP and BSC approaches in order to evaluate the business environment in East Azerbaijan Province. First, the business environment in East Azerbaijan Province was surveyed, and then the results of the studies of the Economic Studies Institute based on Balanced Score Card in four categories-financial , customer , internal processes , and learning and growth-were analyzed.The parameters extracted from the analysis of the business environment and the challenges facing the sector were weighted through the use of fuzzy analysis hierarchy process.Accordingly , the financial area , with a priority weight of 0.126 , was identified as the most important ; the second most important area was learning and growth with a priority weight of 0.068; customer preference, with the weight of 0.057 was ranked third; and the fourth priority was assigned to internal processes , with the weight of o.o47.According to the above priorities , by taking advice from designing experts, 36 strategies were identified to promote the business environment and after further consultation, 14 major strategies were selected, for which guidelines have been presented.
