نقش و جایگاه مهندسی ارزش در نظام سلامت در 20 سال اخیر (سالهای 1996تا 2016)

چکیده مقاله :
مقدمه: مهندسی ارزش، که در صنعت بهداشت و درمان با نام آنالیز ارزش شناخته میشود، امروزه به ابزاری استراتژیک برای کاهش هزینههای سازمان در زمینه خرید و چرخه ارزش مواد تبدیل شده است. با بهرهگیرى از مهندسى ارزش میتوان به صورت گام به گام، فرصتهاى مطلوب و موانع موجود را شناسایى کرده و به بهبود عملکرد وکاهش هزینه و صرفهجویى در منابع و امکانات دست یافت. در حقیقت در مطالعات مهندسی ارزش تلاش می شود هزینههای غیرضروری طرح، شناسایی شده و با تشویق خلاقیت و همافزایی کارشناسان در کارگاههای مهندسی ارزش راه حلهای خلاقانه برای حداقل کردن هزینههای غیرضروری و ارتقاى کارکرد خدمات مورد نظر ارائه گردد. این تحقیق به منظور شناخت و تعیین کاربردهای مهندسی ارزش در نظام سلامت صورت گرفته است. روش پژوهش: مطالعه حاضر از نوع مروری بوده که مقالات و گزارشهای مطالعه مهندسی ارزش در بین سالهای 1996 تا 2016 در سایتها و پایگاه علمی دادههای آنلاین، کتب، نشریات و کنفرانس های داخلی و خارجی در زمینه مهندسی ارزش با استفاده از کلید واژههای مختلفی از جمله: بیمارستان، بهداشت و درمان، مهندسی ارزش، آنالیز ارزش به جستجو پرداختهایم. در این مطالعه ابتدا کارایی سیستم مهندسی ارزش در جهان و ایران را بررسی نموده و پس از آن کارایی مهندسی ارزش در نظام سلامت در جهان و ایران را مورد بررسی قرار دادهایم. یافتهها: در مدت 7 سال اجرای این تکنیک در مراکز درمانی آمریکا، توانستند نسبت به سیستمهای قبلی تا 11 برابر بیشتر صرفهجویی داشته باشند و صرفهجویی در پروژههای بهداشت و درمان از 10000 دلار به بالاست. این تکنیک میتواند به عنوان یک ابزار استراتژیک در سازمان عمل نموده و در استفاده بهینه از منابع و کاهش هزینهها به خصوص در بخش سلامت نقش مؤثری داشته باشد. بیش از 95 درصد از مطالعات مهندسی ارزش در ایران در زمینههای تولیدی و عمرانی بوده و کمتر به مقوله مهندسی ارزش در بخش خدمات و به خصوص نظام سلامت پرداخته شده است. نتیجهگیری: بکارگیری آنالیز ارزش یا مهندسی ارزش در بهداشت و درمان موثر بوده و میتواند به ابزاری مدیریتی برای کاهش هزینهها و بهبود کیفیت تبدیل و تمرکز سازمان را به سمت حیاتی ترین نواحی هدایت کند.
Introduction: value engineering, value analysis in the healthcare industry with known, is now a strategic tool to reduce the costs of purchasing and materials value chain has become. This study aimed to identify and determine the value engineering applications in the health care system. Methods: This study was a narrative review articles and reports on the value engineering study between 1996 and 2016 scientific websites and online data bases Emerald, Science Direct, Civilica, Springer, reference knowledge, Iran Value, books, publications and conferences. We have to search internal and external value of engineering. Results: This study confirms the fact that the value analysis or value engineering, lean savings opportunities can be discovered, was very efficient and effective organization focus on the most vital areas of the guide. Conclusion: The application of value analysis or value engineering can effective health care become a management tool to reduce costs and improve quality and the organization focuses on the most critical areas of the guides.
