کارکرد مدیریت دانش در تقویت دیپلماسی فناوری و توانمندسازی تعاملات بینالمللی

چکیده مقاله :
تحول دیجیتال و ظهور فناوریهای نوین، چهره تعاملات بینالمللی را دگرگون ساخته و دیپلماسی فناوری را به یکی از ارکان بنیادین روابط کشورها در حوزه نوآوری و توسعه علمی تبدیل کرده است. در این میان، مدیریت دانش بهعنوان یک سازوکار راهبردی، نقش اساسی در خلق، سازماندهی، تسهیم و بهرهبرداری از دانش فناورانه ایفا میکند و میتواند بهطور مستقیم در تقویت دیپلماسی فناوری و ارتقای همکاریهای فناورانه مؤثر باشد. هدف این پژوهش، واکاوی کارکردهای مدیریت دانش در حمایت از دیپلماسی فناوری و بررسی چگونگی تأثیر آن بر توانمندسازی تعاملات بینالمللی نوآوری است. این مطالعه با رویکردی تحلیلی–توصیفی و بر پایه مرور ادبیات علمی بینالمللی انجام شده است. یافتهها بیانگر آن است که استقرار نظامهای مؤثر مدیریت دانش در نهادهای علمی و فناورانه، به تسهیل جریان اطلاعات میان بازیگران داخلی و خارجی، ارتقای ظرفیت جذب فناوری، گسترش یادگیری متقابل و افزایش اعتماد میان شرکای فناورانه منجر میشود. همچنین، مدیریت دانش از طریق توسعه زبان مشترک دانشی و شفافسازی فرایندهای انتقال فناوری، میتواند زیرساختی برای شکلگیری دیپلماسی فناوری کارآمد و پویاتر فراهم سازد. در مجموع، نتایج این پژوهش نشان میدهد که بهرهگیری هدفمند از مدیریت دانش در سطوح ملی و سازمانی، عاملی کلیدی در تقویت تعاملات بینالمللی نوآوری و کاهش شکاف دانشی میان کشورها است.
Digital transformation and the emergence of new technologies have transformed the face of international interactions and made technology diplomacy one of the fundamental pillars of relations between countries in the field of innovation and scientific development. In the meantime, knowledge management as a strategic mechanism plays a fundamental role in creating, organizing, sharing, and utilizing technological knowledge and can be directly effective in strengthening technology diplomacy and promoting technological cooperation. The aim of this research is to analyze the functions of knowledge management in supporting technology diplomacy and to examine how it affects the empowerment of international innovation interactions. This study was conducted with an analytical-descriptive approach and based on a review of international scientific literature. The findings indicate that the establishment of effective knowledge management systems in scientific and technological institutions leads to facilitating the flow of information between domestic and foreign actors, improving the capacity for technology absorption, expanding mutual learning, and increasing trust among technological partners. Also, knowledge management, through the development of a common language of knowledge and the transparency of technology transfer processes, can provide an infrastructure for the formation of more efficient and dynamic technology diplomacy. Overall, the results of this study show that the targeted use of knowledge management at the national and organizational levels is a key factor in strengthening international innovation interactions and reducing the knowledge gap between countries.
