Transforming Regional Resource Management through Distinct Development Coefficients: A Practical Application on Advanced Sustainable Development Indicators

This paper examines centralized resource allocation within the framework of Data Envelopment Analysis (DEA), using real data from 2015 for 17 selected countries in East Asia and the Pacific. The countries were chosen based on the availability of complete data from the World Development Indicators, encompassing five input indicators and three output indicators related to sustainable development, agricultural infrastructure, and energy. In this analysis, differences in the development coefficients of output indicators are considered based on the coefficient of variation and collaboration to better reflect regional realities. The main innovation of this study lies in integrating DEA-based numerical analysis with managerial and policy-making considerations. By prioritizing output indicators according to system needs, the model enables more informed and accurate resource allocation decisions. The findings indicate that by applying the model of Dehghan-Chenari et al. (2025), significant resource savings can be achieved while maintaining output levels in key indicators. These results provide a valuable foundation for policy formulation and optimization of resource allocation in the agricultural and infrastructure sectors of developing countries.
