چکیده مقاله :
مقدمه: سلامت شهروندان، به عنوان مبناییترین دارایی انسان، از دیرباز جزو دغدغههای اساسی بشری محسوب شده و در طول تاریخ توجه عمده بسیاری از صاحبنظران و دانشمندان حوزههای مختلف علمی و از جمله صاحبنظران اجتماعی را به خود معطوف داشته است. هدف پژوهش طراحی مدل حکمرانی شهر هوشمند بر اساس عدالت شهری با رویکرد مشارکت الکترونیکی در راستای سلامت شهروندان بوده است.
روش پژوهش: تحقیق به صورت اکتشافی و پیمایشی صورت گرفته است. در قسمت کیفی از روش دلفی و در قسمت کمی از روش مدل ساختاری تفسیری و معادلات ساختاری انجام شده است. در قسمت کیفی و همچنین روش مدل ساختاری تفسیری جامعه مورد بررسی مدیران و صاحبنظران در برنامهریزی شهری بودند که از روش نمونهگیری قضاوتی در دسترس 18 نفر انتخاب شدند. با استفاده از تکنیک کتابخانهای مولفههای موثر بر مدل شناسایی شدند. ابتدا با استفاده از تکنیک دلفی به غربال و ارزیابی مولفههای شناسایی پرداخته شده است. در ادامه با استفاده از روش دلفی و روش ساختاری تفسیری به مدلسازی پرداخته شده است. نرمافزار مورد استفاده EXCEL و MICMAC است. جامعه کمی شهروندان شهر تهران به تعداد نامحدود بودند. با استفاده از فرمول کوکران 365 نفر به عنوان نمونه انتخاب شدند. براساس پرسشنامه محقق ساخته براساس تحلیل کیفی، تجزیه و تحلیل دادهها با استفاده از کدگذاری و تحلیل مسیر انجام شده است. تجزیه و تحلیل دادهها با استفاده از کدگذاری و تحلیل مسیر انجام شده است. براساس نمونه گیری در ادامه به منظور برازش مدل پیشنهادی از تکنیک مدل معادلات ساختاری در نرمافزار SMARTPLS استفاده شده است.
یافتهها: براساس تکنیک دلفی 9 معیار حمایت از نوآوری هوشمند، اقتصاد هوشمند، استراتژیهای هوشمندی، زیرساختهای هوشمند، همکاری بین بخش خصوصی و دولتی، تعامل هوشمند، یکپارچگی دانش، پایداری هوشمند و حکمرانی هوشمند مورد تائید قرار گرفتند و در یک مدل 6 سطحی ساختاری تفسیری مشخص شدند. معیارهای زیرساختهای هوشمندی و استراتژیهای هوشمند موثرترین مولفهها شناسایی شدند. در نهایت نیز حکمرانی هوشمند مشخص شد. در این میان مولفههای دیگر به عنوان معیارهای واسطه ای از کمترین تاثیرگذاری تا بیشترین تاثیرپذیری جایگذاری شدند. در الگوی حکمرانی شهر هوشمند بر اساس عدالت شهری در راستای سلامت شهروندان، زیرساختهای هوشمند نقش کلیدی در ایجاد پایههای لازم برای توسعه خدمات و امکانات شهری ایفا میکنند. این زیرساختها شامل شبکههای ارتباطی پیشرفته، سیستمهای حمل و نقل هوشمند، و فناوریهای اطلاعاتی و ارتباطاتی (ICT) هستند که امکان جمعآوری و تحلیل دادههای گسترده را فراهم میکنند.
نتیجهگیری: با استفاده از این دادهها، شهرها میتوانند نیازها و مشکلات جامعه را به منظور سلامت شهروندان بهطور دقیقتر شناسایی کرده و راهحلهای مبتنی بر دادههای واقعی ارائه دهند. این امر به توزیع عادلانهتر منابع و خدمات، کاهش نابرابریهای شهری، و ارتقای کیفیت زندگی تمامی شهروندان کمک میکند.
Introduction: Citizens' health, as the most basic human asset, has long been considered one of the basic human concerns, and throughout history, it has attracted the attention of many experts and scientists in various scientific fields, including social experts. The aim of the research was to design a smart city governance model based on urban justice with an electronic participation approach in line with citizens' health.
Methods: The research was carried out in an exploratory and survey way. In the qualitative part of the Delphi method and in the quantitative part of the interpretive structural model method and structural equations, it was done. In the qualitative part as well as the interpretive structural model method of the community, managers and experts in urban planning were examined, and 18 people were selected from the available judgmental sampling method. Using the library technique, the components affecting the model were identified. First, using the Delphi technique, screening and evaluation of the identification components have been done. In the following, modeling has been done using the Delphi method and the interpretive structural method. The software used is EXCEL and MICMAC. The small community of citizens of Tehran was an unlimited number. Using Cochran's formula, 365 people were selected as samples. Based on the researcher's questionnaire based on qualitative analysis, data analysis was done using coding and path analysis. Data analysis was done using coding and path analysis. Based on the sampling, in order to fit the proposed model, the structural equation model technique was used in the SMARTPLS software.
Results: Based on the Delphi technique, 9 criteria for supporting smart innovation, smart economy, smart strategies, smart infrastructure, cooperation between the private and public sector, smart interaction, knowledge integration, smart sustainability and smart governance were confirmed and in a model 6 interpretive structural levels were identified. The criteria of smart infrastructure and smart strategies were identified as the most effective components. Finally, smart governance was identified. Meanwhile, other components were placed as intermediary criteria from the least effective to the most effective. In the model of smart city governance based on urban justice in line with the health of citizens, smart infrastructures play a key role in creating the necessary foundations for the development of urban services and facilities. These infrastructures include advanced communication networks, intelligent transportation systems, and information and communication technologies (ICTs) that enable extensive data collection and analysis.
Conclusion: By using these data, cities can more accurately identify the needs and problems of society for the health of citizens and provide solutions based on real data. This contributes to a more equitable distribution of resources and services, reducing urban inequalities, and improving the quality of life of all citizens.
