محورهای راهبردی مدیریت منابع انسانی حکمت بنیان در سازمانهای دولتی

چکیده مقاله :
هدف این پژوهش مطالعه محورهاي راهبردي مدیریت حکمت بنیان در بخش منابع انسانی سازمانهای دولتی استان البرز و تهران است. این تحقیق كاربردي-توصيفي بوده و جامعه آماری آن شامل مديران، روساي اداره و مسئولان سازمانهاي دولتي می باشد. ابزار تحقیق، مصاحبه و پرسشنامه محقق ساخته است. جهت تحلیل داده های کمی از مدل معادلات ساختاری (SEM) بهمراه نرمافزار لیزرل و داده های کیفی از نرمافزار مکس کيودا (MAXQDA) استفاده شد. نتایج نشان داد محورهاي راهبردي پيراموني حکمت بنيان سازمانهای دولتی شامل نهادها، بسترها و حکمت جمعی است. محورهاي راهبردي دروني شامل مفروضات حکيمانه، رفتار حکيمانه، تصميمگيري حکيمانه، مديريت حکيمانه، راهبرد حکيمانه و شهروند حکمتگرا بوده و پيامدهاي راهبردهاي پيراموني و دروني حکمت بنيان شامل تامين نيروي حکيمانه، مديريت عملکرد حکيمانه و روابط حکيمانه می باشد. در این پژوهش تاثير مثبت سازه اصلي محورهاي راهبردي پيراموني بر سازههاي اصلي محورهاي راهبردي دروني حکمت بنيان و پيامدهاي راهبردهاي پيراموني و دروني حکمت بنيان اثبات شده است.
The purpose of this research is to study the strategic axes of wisdom-based management in the human resources department of government organizations. This research is applied-descriptive and its statistical population includes managers, deputies, heads of departments and officials of government organizations. The research tools are interviews and questionnaires made by the researcher. In order to analyze quantitative data, structural equation model (SEM) was used with Lisrel software and MAXQDA software was used for qualitative data. The results showed that the strategic axes surrounding the wisdom of government organizations include institutions, platforms and collective wisdom. Internal strategic axes include wise assumptions, wise behavior, wise decision-making, wise management, wise strategy and wise citizen, and the consequences of wisdom-based external and internal strategies include wise manpower provision, wise performance management and wise relationships. In this research, the positive effect of the main structure of the surrounding strategic axes on the main structures of the internal strategic axes of Hekmat-Banyan and the consequences of the external and internal strategies of Hekmat-Banyan have been proven.
