The Strategic issues of business cluster are result from the poor performance of most cluster member firms in some of the value chain loops, targeted investment in solving them leads to a rise in collective value added of firms and prepares the ground for sustainable development of regional economy. In this study, a benchmarking model based on the value chain of industry has been used to identify functional gaps and cluster strategic issues. Solving these dilemmas due to the financial, marketing, and human resource constraints of the cluster business of the gold requires to networking and collective action. Through networking activities, cluster stakeholders will also be empowered. As a result, cluster members can solve cluster problems without the need for external support and relying on their collective capability. And provide the context for the development of the internal region.
