چکیده مقاله :
شفافیت در آشکار شدن چگونگی تصمیم گیری حاکمان، در عرصه قدرت به عنوان شاخصی از کیفیت سیاست و حکمرانی، یکی از پایه های اصلی دمکراسی و جمهوریت و از عوامل ارزیابی اجتماعی در ایجاد حکمرانی مطلوب است. شفافیت بعنوان یکی از ابزارهای نظارت مردمی بر پارلمان و تاثیرگذار بر فرایند تصمیم گیری در کشورها است و می تواند بستر تحول در عرصه قانون گذاری را آماده کرده و فرصتی برای آغاز اصلاحات ساختاری در بخش های مختلف جامعه باشد. سوال اصلی مقاله بدین ترتیب مطرح می شود که شفافیت آراء نمایندگان پارلمان های اروپا و ایران چه نقشی در کارآمدی مجلس از منظر حکمرانی مطلوب دارد؟ در پاسخ می توان این فرضیه را مطرح نمود که به نظر می رسد شفافیت آراء نمایندگان پارلمان های اروپا و ایران می تواند نقشی راهبردی در تحقق حق ذاتی مردم در آگاهی از حقوق شهروندی، نظارت بر عملکرد نمایندگان خود و آگاهی از فرایند قانون گذاری ایفا کند و در نهایت سلامتی و کارآیی عملکرد مجالس ایران و اتحادیه اروپا را تضمین نماید. نتیجه گیری مقاله نهایتاً بر آن است که مقوله شفافیت نه فقط در بعد داخلی بلکه در بعد بین الملل نیز حائز اهمیت بوده و تعامل میان این دو میتواند به کارآمدی بیشتر پارلمانها یاری رساند.
چکیده انگلیسی:
Transparency in revealing how rulers make decisions, in the field of power as an indicator of the quality of politics and governance, is one of the main foundations of democracy and republic and one of the factors of social evaluation in creating good governance. Transparency is one of the tools of public oversight of the parliament and influences the decision-making process in countries and can prepare the ground for change in the field of legislation and be an opportunity to start structural reforms in various sectors of society. The main question of the article is that what role does the transparency of the votes of the representatives of the European and Iranian parliaments play in the efficiency of the parliament from the perspective of good governance? In response, it can be hypothesized that the transparency of the votes of the representatives of the European and Iranian parliaments can play a strategic role in realizing the inherent right of the people to be aware of citizenship rights, monitor the performance of their representatives and be aware of the legislative process. Finally, to ensure the health and efficiency of the performance of the parliaments of Iran and the European Union. Conclusion The article concludes that transparency is important not only domestically but also internationally, and that the interaction between the two can help make parliaments more efficient.
