راهبردهای توسعه گردشگری ساحلی روستایی استان گیلان

چکیده مقاله :
کرانههای ساحلی گیلان با برخورداری از جاذبههای طبیعی و همچنین داشتن سواحل ماسهای و مناظر زیبا میتواند یکی از بزرگترین کانونهای گردشگری ساحلی باشد. با وجود اینکه بیش از یک دهه از ایجاد مقاصد گردشگری ساحلی در استان گیلان میگذرد ولی این مقاصد نتوانستهاند به سطح قابلقبولی از توسعه دست یابند. بدینسان، این پرسش مطرح میباشد که چه راهبردهایی برای توسعه گردشگری ساحلی روستایی نیاز میباشد؟ موفقیت در توسعه گردشگری ساحلی، نیازمند برنامهریزی راهبردی است. لذا، هدف پژوهش، تدوین راهبردهای توسعه گردشگری ساحلی روستایی در استان گیلان میباشد. بدین منظور، پرسشنامهای باز در اختیار جمعی از اساتید و متخصصین قرار گرفت و از این طریق فهرستی از مشترکات نقاط ضعفها، قوتها، فرصتها و تهدیدات شناسایی شد. با استفاده از مدل swot راهبردها تدوین شدند که اولویت آنها بر اساس نمره نهایی جذابیتها به شرح زیر میباشد:واگذاری امور گردشگری ساحلی (طرحهای سالمسازی) به سازمان گردشگری در جهت برنامهریزی، مدیریت و بازاریابی کارآمد و اثربخش (102/4)، برگزاری کارگاهها و دورههای آموزشی در جهت ایجاد تخصص و توانمندی در منابع انسانی سازمانها با نمره (079/4)، تخصیص تسهیلات مالی و تسهیل فرآیند اخذ مجوز جهت ایجاد مشاغل مرتبط با گردشگری ساحلی توسط جوامع محلی (989/3)، تشویق و حمایت از سرمایهگزاران بخش خصوصی برای ایجاد و توسعه امکانات مناسب در مقاصد گردشگری ساحلی (963/3)، تشویق و حمایت از ایجاد سازمانهای مردمنهاد در جهت آموزش و ارتقاء فرهنگ زیستمحیطی در راستای حفظ محیط-زیست روستا و ساحل (636/3).
Coastal shores of Guilan with have the natural attractions, as well as sandy beaches and beautiful scenery can be one of the most centers of coastal tourism. Success in the development of coastal tourism requires strategic planning. The aim of this paper is the formulation of strategies of rural coastal tourism development in the province of Guilan. For this purpose, an open questionnaire gave to the group of professionals and through were Identified a list of common points of weaknesses, strengths, opportunities and threats. Whit using of Swot model, strategies were formulated that based on the final score priority of strategies are as follows:assignment of coastal tourism Affairs (coastal tourism destinations) to tourism organizations in order to effective and efficient planning, management and marketing (4.102), The holding of workshops and training courses to build expertise and capabilities in human resource of organizations and local communities with a score (4.079), the allocation of financing and facilitate the process of obtaining a license to create a coastal tourism-related jobs by local communities (3/989), encouraging and supporting the private sector investors to create and the development of appropriate facilities in the coastal tourism destinations (3.963), and encourage and support the creation of NGOs in order to education and promote environmental culture in order to preserve of environment of the village and coast (3.636).
