        Great revolutions in order to build civilization need long-term strategies and plans in order to achieve the set goals and ideals, therefore, recognizing and analyzing the problems and obstacles facing revolutions along with the requirements for realizing these goals is one of the important prerequisites for building civilization. Thus, investigating and understanding these obstacles and requirements, emphasizing the Islamic Revolution of Iran, is one of the goals of the present research. What are the obstacles and requirements in the civilization process of the Islamic Revolution of Iran? The hypothesis of the research emphasizes the existence of internal structural obstacles and external cultural obstacles in the path of civilization of the Islamic Revolution of Iran. In this research, a qualitative method with a descriptive-analytical approach was used in order to present a pathological writing about the obstacles and requirements facing the goals of the Islamic Revolution, based on the theory of Spragens Research Method" based on documentary and library methods, and the collection of materials through Many books and articles have been scanned.         One of the topics that is of great interest to political science thinkers and researchers in this field today is the issue of political culture, therefore, the issue of developing political culture and identifying the factors and components affecting it is one of the most important topics for researchers and researchers in this field. The present research was conducted in this direction and with the aim of investigating the relationship between the nature of decision-making and the political behavior of managers of Sistan and Baluchistan province with their participatory political culture.The statistical population in this research includes all the political managers of the Ministry of Interior working in (including governorships, governorates, districts, etc.) Sistan and Baluchistan province, based on the collected information, their total number is 168 people, and all the required information has been collected from all of them. Therefore, the sample size in this research is equal to the total size of the statistical population of 168 people. In this research, non-random and purposeful sampling was used, and the reason for using this type of sampling method was due to the limited number of the statistical population and the sample size. In order to measure the validity or reliability of the research tool, face validity was used.The collected data were also analyzed through SPSS software. The results of the research showed that the nature of managers' decision-making has a significant relationship with participatory political culture and its dimensions, i.e. cognitive, value and perception dimensions.         The concept of justice and the system based on it has always been one of the important topics of political thought and philosophy. John Rawls, one of the greatest contemporary political philosophers of the West, in his book Justice as Fairness, tries to explain in a political understanding of justice, the necessities of realizing the greatest possible freedom and equality for the citizens of a democratic society.The main question is to what extent is it possible to infer the justice system as fairness according to Rawls from the discourses of the Islamic Republic? In this connection, one of the main topics is the discussion about the ratio of public interests and individual and group interests, because according to Rawls, the justice system is the institutionalized area of public interests, which is due to the institutions of the basic structure of society, which is also associated with the existence of the country or The existence of the nation-state is ongoing. In this regard, the opinions of Morteza Motahari and Abdullah Javadi Amoli, two well-known clerics, have been examined as the main conceptualizers of the analysis of the discourse of justice, from which the possibility of extracting a theory of justice close to justice as fairness can be calculated.         In this article,the influence of religious and political institutions on the stability of governments is examined as one of the most important components of political life and also one of the main factors of the authority and stability of governments. In this study,we compare the religious and political institutions mentioned in the Shahnameh and the history of old Iranshahri,as well as the political institutions effective in the stability of governments from the point of view of Weber,one of the most important western thinkers. It has been submitted and will be paid. In this article, the method of text analysis has been used and the theory of Leo Strauss regarding the study of ancient texts has been taken into consideration .The theoretical conclusion of this article is that religious and political institutions have a decisive role in the survival of governments,but depending on the macro policies of the government,its effect on the stability of the governments varies,that is, political institutions play a role in relation to the macro policies of the governments. In an ideological government, political institutions are at the disposal of the rulers, and through those political institutions, they apply the ideology of the continuation of domination and in other words the stability of the government.In this type of government,expertise is generally sacrificed for commitment to ideology,while in democratic governments Political institutions, based on a pre-defined and organized system, work to improve the methods of good governance of the country,circulation of elites and improvement of citizens' lives. Politics is inherently complex, reflecting the complexity of human behavior both as an individual and in the social dimension. This complexity seems much more real at the level of international relations. Artificial intelligence is an influential and pervasive field that scope is not only related to technical and engineering issues, but also includes the fields of humanities, especially international peace and security. Using game theory as part of artificial intelligence in the field of political science and international relations is concentrated in common areas such as equitable distribution, political economy, public choice, war bargaining, positive policy theory, and public choice theory. In each of these areas, researchers have developed game theory models in which player models are often represented in the form of voters, governments, special interest groups, and politicians.
