        According to the Iranian law, citizenship right is a privilege given to the country’s members within its borders. However, from an environmental point of view, such privilege cannot be confined to borders because environment goes beyond the countries’ borderlines.  A person who is the agent of pollution is considered as one who is against the environmental laws. Therefore, there should be special courts in the field of environment to act as an obstacle to such offences. The review of 168 files at two branches of the environment’s special court revealed that 10 percent of them ended in a guilt dictum and 90 percent in a forbiddance dictum (out of 4 final dictums). As it can be seen, the percentage of forbiddance dictum is so high. On the one hand, it indicates that few crimes have been committed and on the other hand it shows that we just witness the damages inflicted upon the environment and do nothing.   The important thing which should not be forgotten is that the prevention of environmental damages is much less costly than restoring it. Therefore, citizens should cooperate with the government and the government should train the citizens (because it is people’s right to know). When people understand the situation, they will think about it and try to solve the problems themselves. Manuscript profile

        The statistical population of the study was students on the one hand and professors specializing in socio-economic development on the other. North Tehran Branch, who were studying in the second semester of 2019-2020, was a sample of 200 students. The findings of the survey indicate that there is a strong significant relationship between the components of Human capital (Elitism, Specialty, Innovation ) and socio-economic development. The results of the qualitative study showed that the causal conditions of accountability, rule of law, general consensus, transparency, efficiency and effectiveness, equal rights and responsibility have been identified and the central phenomenon of a single product economy in the field of private sector activity, independence of people and media, role The government, the participation of the government and the people, the political and organizational capacity of the government, the government and the provision of welfare and the bedrock of the government have emerged. Expertise, elitism and innovation as intervening conditions and single-product economics lead to social trust, social cohesion, social support and social participation, which are the consequences of such actions and reactions: welfare, social security, social justice and public education. According to these findings, it can be said that in good governance, prioritizing credible measures for political and administrative accountability, freedom of purposeful and efficient judiciary, freedom of information and effective performance of government organizations are essential in the process of comprehensive development of the country.         The purpose of this study was to investigate the relationship between Human capitaland socio-economic development from the perspective of university professors anddoctoral students of Islamic Azad University, North Tehran Branch. The number of professors was 01 whowere selected using purposive sampling method with theoretical saturation. Thestatistical population of all PhD students in Sociology, Political Science andEconomics studying at the Islamic Azad University, North Tehran Branch, who werestudying in the second semester of - , was a sample of students. Thevalidity of the questionnaire was assessed by the face validity and reliability of thedata using test and retest methods and Cronbach's alpha test. In the survey of datacollection tools, a questionnaire was made by the researcher and in the qualitativestudy of the interview, it was semi-structured. The hypotheses have been formulatedusing social capital theory.         OBJECTIVE :The present study investigates principals’ emotional intelligence in different educational stages and its relationship with their demographic characteristics. It was hypothesized that emotional control and emotional management would positively relate to personnel performance. METHOD: This research is done by descriptive research. In this research , the sample included 140 principals (69men and 71 women) from region one of Ministry of Education and Training in Sari that were selected by using stratified random sampling. Subjects provided information about their EI and their demographic characteristics by completing the Travis Bradbery and Jean Geaves' Emotional Intelligence questionnaire and researcher made questionnaire. RESULTS :1-There were no differences in Principal's emotional intelligence in different stages(F=0/774,P>./.5).2-There were no differences in Principal's emotional intelligence with different managerial experiences(F=1/305,P>./.5).3-There were differences in Principal's emotional intelligence with respect to their gender(men and women) (t=2/285,P<./.5).4-There were differences in Principal's emotional intelligence with respect to their specialty(t=3/148,P<./.5)..5-There were no differences in Principal's emotional intelligence with different education(F=0/185,P<./.5).6-There were no differences in Principal's emotional intelligence with different ages(F=0/347,P>./.5). CONCLUSION :Emotional intelligence is a significant predictor of successful school administration. Specifically, the results of the present study suggest that professional development programs would be wise to focus on promoting or developing EI.         The aim of this study is to show the effect of auditor industry specialization on the                relationship between auditing quality and level of cash holding on accepted firms in Tehran Stock Exchange. Information required for the study of the financial statements of 81 firms in the period 1390-1394 were collected. In this study, the independent variable and the dependent variable are auditing quality and the level of cash holding, respectively. The results of this study showed that the effect of auditor industry specialization has no effect on the relationship between auditing quality and level of cash holding.
