  The planning for the sustainable development of rural areas as a spatial is one of the subjects of physical and environmental socio-economic issues. Civil and Rural Development, is a fundamental step that improves the social, economic and cultural village that has certainly all-round development of rural areas, urban areas also can reach to needful impact and we will see all-round development in the community. Two things will happen if this matter be achieved, one is stabilization of  population and another is  reverse migration to the countryside's And in contrary if villages  are behaved unkindly,   the young, educated and capable people will leave the vulnerable and pristine environment of the village and will inhabit in the  fringes in big cities.
