        The expansion and development of urban areas have long been investigated from different approaches. One of these approaches or theories is the quantitative base of super city. According to this theory , in most of the developing countries such as Iran, the urbanization and its spatial expantionto the super city stage have happened at the expense of rural areas , has caused sever problems and challenges for the governments and landscape planners in developing a suitable and balanced spatial organization in terms of economic and social functions. As a result, the governments should develop a legitimate policy so that they can produce spatial balance in the distribution of population. According to the previous researches, the urban network of Iran lacks a balanced spatial Organization in relation to the ranked position of different sized urban areas. The small towns do not hold a legitimate position in the urban hierarchy of the country. That is, day by day the number of small towns increases while their population decreases.         In recent decades many developing countries are facing unbalanced settlement system and regional inequalities due to the concentration of population, activities and services in large cities. In the other words, the unbalanced distribution of activities and services in the country causes extensive migrations to large cities and this gradually creates many problems in the settlement system. Therefore, in order to decentralize the big cities and achieve regional balance and development, the attention of urban and regional planners to small towns has been focused. Inequality and imbalance in the optimal distribution of services and facilities in the Bushehr province, which is one of the southern provinces of the country, has caused the unbalanced distribution of population in the province and the collapse of the settlement system. In this regard, the purpose of this research is to evaluate the function of the town of Khormoj as a small town in the regional balance and development of Bushehr province. For this purpose, Network Analysis method has been used which is one of the effective methods for determining the relationships and functional flows between the settlements of a region. In the paper, the methodology based on the objective is applied and based on the nature of the research is descriptive- analytical method. Also, the information is compiled through library studies and documents review. The results of the research show that the town of Khormoj can play a significant role in regional development and be selected as an appropriate destination for occupation and residence.         Towns and their location in the planning of developing countries are part of urban development strategies. Global experiences in this area represent the fact that solving the problems of major cities requires serious support from small urban centers. The purpose of this analytical study is to determine the status of towns in the urban hierarchy system of Kermanshah province. The method used in this study is descriptive-analytic. To analyze the data, the rank-size model and its adjusted type as well as logarithmic Rank Model – Size were used. First, Urban Primacy Index and four urban indices were used. The results obtained from urban hierarchy analysis in Kermanshah province during several census periods have been analyzed and the analysis indicated the  lack of balance  in this province. The results of the study show that the city of Sarpole Zahab was a small town. During several periods from 1375 to 1395 it was considered as an average city. The results of the hierarchical survey of small towns show that cities with a smaller population have lower population stability and lower growth rates rather than the upstream cities. The causes of this instability can be the lack of resource allocation and adequate state budget institutions, inequality in the distribution of income and assets, lack of health facilities and so on. In the case of the strengthening of such cities, on the one hand, it is possible to prevent large migrations to major cities, and on the other hand, the development of these cities can help develop rural areas and create a balance in the region.   Manuscript profile

        Today, the issue of inequality and spatial imbalances between urban and rural settlements is an important issue for economists and regional planners. Existence of economic duality, growth poles and dispersion of rural areas are among the effects of this phenomenon. Therefore, in order to achieve balanced and integrated development in the regional space, creating a balanced and systematic hierarchy of settlements is one of the basic needs, among which attention to small towns is one of Balancing solutions to this situation. The aim of this study was to identify the status of settlement pattern, how to concentrate and the process of population distribution in the regional space of Kalaleh. In this regard, 11 villages have been considered as a sample and first entropy models have been used to measure the concentration of population in the network of settlements. Findings obtained from the entropy coefficient show the population imbalance in Kalaleh urban area has a coefficient of (0.572). In fact, spatial imbalance prevails in the urban area of ​​Kalaleh.         the purpose of the present study is to An Analysis of the Functional Role of Small Cities in Having Sustainability Dimensions Domain of Influence Cities (Case study: Spake and Benet in Nikshahr city). The dominant approach is the qualitative and quantitative research space and the type of applied research. The results of Friedman test to investigate the impact of Nikshahr city on sustainability dimensions in the Cities of influence (Benet and Spake) showed, the physical and social dimension has the highest score (in Benet) and the environmental dimension has the lowest score in both cities. The results of the study of the impact of Nikshahr city on four dimensions in Benet and Spake cities using binomial test showed that the status of economic, social, physical and environmental dimensions are not the same in both Benet and Spake cities. To analyze the relationship between development dimensions, path analysis test was used, The results show a significant and direct relationship between developmental dimension. Finally, one-sample t-test was used to investigate the effect of factors and forces on reinforcement of small town of Nikshahr in order to enhance regional development. The results showed that the four components studied with a significant level of less than 0.05, are effective in strengthening the city of Nikshahr in order to strengthen the development of the affected areas.         Today, inequality and spatial imbalance between rural and urban areas is mainly discussed by regional planners. To give balance and reduce inequalities in rural areas, it is essential to highlight the role small towns. This paper uses a descriptive-analytical methodology using quantitative methods and models, such as location quotient (LQ) and concentration index to analyze the function of towns existing in Roudbar County. The purpose of this study is to explain the relationship between function of urban areas in providing services to rural areas, to rank the provided services and to determine the development of villages. LQ of Roudbar County is >1 for agriculture and industry and export of manufactured products, while <1 for services, indicating a dependence on other towns. Based on the concentration index, levels of villages in Lowshan, Manjil, Rostamabad and Bareh Sar are regular, while the villages in Jirandeh and Tutkabon are irregular. In addition to administrative and political relationships which result in dependence of villages to cities, people of these towns are referred to other towns of the county for economic, social and cultural relations.
