        The end of the Cold War brought new challenges in regard to nuclear proliferation. The stability which was the outcome of bipolar system declined and the Soviet Union’s control and supervision on nuclear installations also disappeared. As a result the possibility of access of government and non-government actors to nuclear material and technology for producing nuclear arms was strengthened. The nuclear countries and at] the head of them the United States believe that the international security atmosphere and the danger of weapons of mass destruction proliferation in world and regional dimension are among the main threats to international system which its repercussion affects all the countries. For this reason creation of a strong supervisory regime for limiting the expansion and proliferation of nuclear weapon is necessary. Besides creation of a supervisory regime on nuclear non-proliferation treaty, the nuclear countries in their meeting of IAEA board of governors on December 2010 agreed on the establishment of nuclear fuel bank for supervising the nuclear fuel supply. The initiatives and executive suggestions of some of the countries and related organizations are among the efforts by nuclear powers to limit nuclear proliferation. Manuscript profile

        With the disintegration of the Soviet Union in 1991 the littoral states of the Caspian Sea got independence. These countries got a new and special geopolitics، economic، security and cultural position. The birth of the new states brought a change in international system. The big powers and the littoral and contagious states also faced new problems. The presence of extra-regional powers like the United States and its allies like Israel، Turkey and Azerbaijan added to the complicacy of the problems. There are international issues which have its impact on the Caspian Sea region. These issues are the expansion of NATO towards east، the installation of missile defence shield in Eastern Europe with the aim of extension of their influence to the Caspian Sea region. The attitudes of Iran، Russia and China towards the developments of this region are among the important developments which have so far taken place. Some of the observers believe that a new cold war has started. The main question which the present article is raising is what are the obstacles and challenges before the security regime of the Caspian Sea region? The hypothesis of the article emphasizes on the point that the competition of the United States، Russia، China and Iran has created obstacles and challenge for the formation of security regime of the Caspian Sea security regime.         In the last two decades, Iran and North Korea’s nuclear program has Become one of the most important global issues.The two countries Nuclear case has been one of the biggest security challenges the International community has ever faced.The common goal of the major Powers against Iran and North Korea is to dismantle the nuclear Approach.But the strategies to achieve this goal are selective and Contradictory.At the same time,the role of the International Atomic Energy Agency is very crucial and complex.Given this,the main Question of this study is what is the IAEA’s performance is light of the Provisions of the NPT’s security regime vis-à-vis Iran and North Korea’s nuclear program? In seeking to find an appropriate answer to this question,the authors of This article,using “International Security Regime Theory”,have attempted to describe and explain the IAEA,s performance in relation to Its nuclear program despite Iranian cooperation and compliance.The NPT,s security regime and North Korea’s non cooperation with and exit From the regime have not been in line with the IAEA’s and NPT’s Statutes,and are highly discriminatory,with complexity influenced by the Economic and strategic influence and interests of major powers such as The us,china and Russia.
