        Today human capital management is an important factor in competitive advantage, because people cantransfer knowledge to product and service needed by customer.Organizations should step toward optimizing efficiency of human capital. It is possible to predicthuman resource performance by determining maturity level and effectiveness of system related tohuman capital, and also step toward improvement. Hence and considering importance of humancapital. This study was conducted in order to determine maturity level and effectiveness of humancapital, management in Mobarakeh Steel Company. So, using formula of estimation of samplevolume, 240 employees were selected randomly that 237 questionnaires were returned. The researchtool for data gathering was human capital five driver questionire designed by bassi and Mc Murrer.Examining reliability and internal consistency of test showed that reliability was α=0/92 and by splithalf was 0/87, after data gathering, information was analyzed by spss-13, descriptive statistics,fridmen two – sentence test and analysis of variance. The results showed that maturity level andeffectiveness of human capital management in Mobarakeh Steel Company was 64.5% examining fivedrive of human capital showed the following means respectively: Mean 3/41 for learning capacity,mean 3/28 for availability of knowledge, mean 3/24 for people participation mean 3/21 for optimizingwork force, mean 3/08 for leadership practices.         Developing cultural spaces means people an organization’s participation to establish the relationship between art and cultural heritage and also promoting their creativity. Cultural spaces are suitable places for learning skills like Discipline, self-confidence, leadership and teach some basic principles like Patience, cooperation and respect .Methodology: Research method is qualitative of survey form and the data gathering tool is questionnaire. Citizens of Gonbadekavoos form the statistical population which is 1465in number. The sample size has been obtained as 1465 people by Cochran formula.Finding: The results of chi - square test shows that the financial contribution (χ2 = 1102823), executive (χ2 =1670410) and intellectual (χ2 = 1600471) citizens with developing the cultural Spaces has relationship and citizen participation (χ2 =170032) causes the development of these spaces. Correlation test results showed that there is a strong and positive correlation between thinking participation, executive and financial. Increase citizen participation in one of the dimensions, the stage facilitate for other types of participation. Effecting prioritizing by the Friedman test (χ2 =1640242) indicated executive contribution (ratio average 2.84), intellectual (ratio average 1.66) and financial (ratio average 1.49) respectively have the greatest impact on the development of cultural spaces in the Gonbadekavoos city.Conclusion: The results showed that citizen intellectual, financial and administrative participation in developing the cultural spaces is vital and is a necessity to achieve Cultural objectives active participation of citizens in the process before, during and after the implementation of projects related to cultural spaces.         Non-governmental Environmental organizations are the centers that can conduct people participating in environment preservation and concentrating group and individual efforts to increase its productivity. Non-governmental Environmental organizations of Tehran province in recent years have had a little considerable growth, but qualitative growth of this organization couldn’t have a high curve like quantitative growth and as a result causes of these affairs should be studied. In order to increase the amount of participation of non-governmental Environmental organizations of Tehran province of urban development process, recognition of effective factors on the growth and development of these organizations through a scientific research which is considered a Study, laid the foundations of the goal of execution of this research. Studied Samples in this research were 80 managers and 185 members of Non-governmental Environmental organizations of Tehran province 265 persons in total. Summing up points of views of these managers and members of organizations concluded that these organizations are effective in urban development process. But this impressiveness is limited and not very considerable and impressiveness of activities is not conformed to real goals of these organizations.                                                       Manuscript profile

        To provide the food necessities have been a major priority of government projects through recent decades. So, development of agriculture has been considered as a pivot. The lack of water resources because of rising the demand in agriculture, industry, drinking water and environment (as a result of growing population) has brought up the maximum utilization of existing water resources and the improvement of exploitation and production. In country  such as Iran, which water contains a limit potential, the development of agriculture is dependent to it. Thus the existing utilized water and the utilizable one do not meet agriculture development process and growing population’s food. So management of optimum utilization of water along with demand management are important factors to make possible the firm development in economy and agriculture. The goal of research is evalution of people participation process in reconstruction of damage settlement. Case study is Shirvan county from Brourjerd town ship that faces with serious destruction with in earthquake in 2006. The research is based on analysis-correlative method required data has collected with use of quastionaire acquired results from this evalutions indicate that besides the great impotance of attention to people,s request and interests eapecially in rural area and also lake of experiences other countries fromm failure of this projects for participation of people again suffered people and their demands has not observed at whole frame and financial dimensions with in reconstruction.
