  Terms and meanings have inseparable relation with each other in Holy Quran; this tight relationship creates high capacity in semantic development. Holy Quran has chosen easy and abstainer patterns which include complete meanings while having attractive and deep appearance in a way that a single term or a phrase containing clear appearance can be interpreted differently and various. The goal of the present paper is to express various meanings of lexical and semantic factors which cause creation or development of meanings in terms and phrases in descriptive – analytical method and by applying Holy Quran's Verses.  One of the outcomes of the research is that Holy Quran applies various morphological and rhetorical rules and methods which conduces semantic development.
