The present study was conducted to determine the relationship between skills and competencies of the application of Information and Communications Technology and psychological empowerment. This study was applied in terms of the purpose and correlational in terms of the method. The population was all employees with associate degree and higher in Administration of Cultural Heritage, Handicrafts and Tourism in Isfahan, the number of whom was 165 in 2014.
