        The current article is set to study and prioritize effective elements on reducing digital gap in Iran with emphasizing on role of rural ICT offices comparing villages of Qom Province. The method of the survey was measuring and questioner-based information was collected by asking opinions of experts of the subject. Statistical samples include 200 persons of users of rural ICT offices chosen with cluster multi-phase method. Descriptive findings indicate that level of digital gap is average (59.5). According to manifested findings there is meaningful and opposite relation between digital gap and educational variables (r =  -0/446), function of rural ICT offices (r = -0/440), knowledge (r = - o/651), level of villagers’ use of telecommunication services (r = -0/553), bank services (r = -0/269), postal services (r = -0/236) and level of adverts of rural ICT offices (r = -0/420).In other words, with increase of knowledge, education, advert, function of rural ICT offices and kinds of its services, digital gap level decreases and vice versa.         This article aims to study the development of information and communicationtechnology (ICT) and it's social and cultural background in Iran, then analyzes thestructural impediments of ICT and finally presents some recommendations to improvethe future of planning in this field.Information society is depending on variety of activities which are connecteddirectly with the generating and cycling of information. The different definitions ofInformation society by Daniel Bel Marin and other theorist being discussed here thisarticle contains four sections: In the first section; the development of informationtechnology and main approaches about Information Society being discussed.Additionally, we have a historical and analytical look at the main issues and events ofICT in the world.In the second sections; we discuss the technology problems of information andcommunication in the third world, digital gap between North and South, and importantcriteria of development in Information Society.Third section of the article deals with the background of this concept in Iran andits problems and limits.         Nowadays, rapid environmental, organizational and technological changes create a complex competitive environment for organizations and, on the other hand, by promoting productivity for sustainable development, the people's society is promoted qualitatively. In this regard, we are currently investigating and providing information technology in the field of sustainable development of rural areas of Zanjan. The type of research is applied in terms of purpose and in terms of the nature and methodology of descriptive-analytic. The population of the study is rural households with ICT offices in seven provinces of Zanjan province. In 1394, Zanjan province has 226 villages with offices for information and communication technology. In order to study accurately, 10% of the villages that included 22 villages were studied as the study village. In order to select 22 of the studied villages, 226 villages with ICT offices were divided into 3 groups according to the percentage of family households. Then, according to the number of households in each class, the share of each family and village was determined. In this study, data collection method was used as a library and field questionnaire. Data were analyzed using descriptive statistics (mean and standard deviation) and statistics statistics (SWAT). Research findings show that the final score of weaknesses and weaknesses and the final score of opportunities and threats for the strategic development of information and communication technology represent the choice of strategic competition.
