        In an age of rapid change, new skills are required for changing roles in organizations. Competency models provide a tool for what is needed now and in the future. Competencies lead to the productivity and cost reduction of organizations. The role of health system managers in managing the healthcare service delivery system as best as possible has always been emphasized and the selection of the best people for this matter is considered. The purpose of this research was to design a competency model for managers. Finding the effective components in managers' competence was done with a qualitative approach, in which there was no predetermined framework such as theory or model, and this framework was designed based on the collected data. First, a relatively comprehensive understanding of the existing literature in this field was obtained through the study of previous research records, and based on this, a preliminary list of human resource factors affecting the competence of managers was completed and finalized using the Delphi method. For this purpose, 15 managers' competency experts were selected as an expert group using non-probability sampling method and a combination of targeted or judgmental and chain methods. They were analyzed using qualitative research method and Delphi model. The findings of this research led to the identification of 8 components including strategic thinking, perceptual skills, service management, communication skills, ethical considerations, responsibility, power of initiative, authority and independence of action.         The main objective of this study was to evaluate the external effectiveness of the curriculum of undergraduate courses in Bandar Abbas branch of Islamic Azad University on the competencies of the graduates. The statistical population for this study was included all of the undergraduate alumni from human sciences group, engineering, natural resources, science, law and theology courses who have already graduated in 2006. Their data was recorded at the Alumni Association of the University and all of them are already employed. 159 subjects were selected by using the available sampling method. The model of the three dimensional eye of competence (International Project Management Association, 2008) was used to design the questionnaire in order to be distributed among all members of society. Data were analyzed by using inferential statistical methods. The results showed that: 1- The fields of technical, behavioral and contextual competencies of the graduates were less than desirable. 2- In all fields, the external effectiveness of the curriculum based on the technical competency in the male graduates was higher than female graduates. 3- In all fields, the external effectiveness of the curriculum based on the behavioral and contextual competencies in the female graduates were higher than male graduates.         Background and purpose: Increasing the presence of women in management positions can lead to good results, despite their lack of experience in management positions, it can create challenges for the organization. The purpose of this research is to design and validate the key competencies of female managers in the General Directorate of Cooperation, Labor and Social Welfare of Tehran Province.Research method: The type of research was applied in terms of result and exploratory in terms of purpose. The statistical population of the research in the qualitative phase included 5 executive and academic experts who were selected by purposeful sampling, and the statistical population in the model test phase included all female managers working in the General Directorate of Cooperatives, Labor and Social Welfare of Tehran Province in the number of There were 100 people, based on simple random sampling, 80 people were selected as a sample using Cochran's formula. The content validity of the questionnaires was confirmed by experts and the reliability of the questionnaire was also confirmed using Cronbach's alpha. The data was analyzed by SPSS and Smart PLS software.Findings: The findings showed that the competence model of female managers has four dimensions of knowledge and awareness, skill and ability, individual characteristics and values, and nine components of cognitive skill, female identity, protecting the rights of beneficiaries, belief in God, awareness It is intra-organizational, extra-organizational awareness, human and communication skills, technical and executive skills, and soft communication.Conclusion: Paying attention to the dimensions and components of competence of women managers can be one of the ways to improve the quality of their management in the country's organizations.
