Purpose: Communication skills for managers in order to realize the goals of the organization is fundamental in the study of human behavior and identifying, That can provide the background organization citizen behavior improvement staff. In this regard, the present research is aimed at developing the role of the urban communication skills for managers on organization citizen behavior of employee's municipality of Karaj.
Materials and Methods: The research method was analytic cross-sectional descriptive-type and data has been collected in library studies and survey methods. To analyze the data in the statistical analysis of the descriptive section has used from the maximum and minimum frequency, percentage, mean and standard deviation and inferential statistics were used in correlation tests, ANOVA Linear regressions multivariate. The Statistical population of this research are all employees of Karaj Municipality and it was found that a sample size of 150 individuals as targeted samples.
Results: Research showed that no significant relationship exists between communication skills and organizational citizenship behavior on confidence level 99%, also among the independent variables, variables Positivness skills and Self-Control skills had no effect on the dependent variable and other factors (Self-Disclosure skills, Empathy skills, social skills and Supportiveness skills) under variable affect your organizational citizenship behavior with different coefficients.
Conclusion: Municipal managers should pay special attention to strengthening communication skills indicators and encourage their employees to show more interest in participation and responsibility in organizational life.

Iran its special geographical ecosystem Iran has always been exposed to all kinds natural and human hazards and has suffered heavy human and financial losses.As human settlements,cities are not exempted from occurrence such disasters. Managers' lack attention proper location and planning prevent unbridled growth cities has caused many problems.The process crisis management is important topic in strategy preventing and reducing urban damages.Themain goal this research is analyze performance of city managers preventing damages caused risks passive defense.Itis survey in which questionnaires containing closedended questio Likert scale were used. Analysis and analysis data was done using factor analysis test comparison mean sample was done. From statisticalcommunity experts and managers Mazandaran's city Nousher, using snowball method,60people were selected as sample.The findings of research show performance urban managers in indicators infrastructure support,design, planning in reducing urban risks has been favorable and relativelyfavorable.Factor analysis related to 63 components the research has led the researcherto 8 important and effective factors related to performance of urban managers to reduce urban risks.The first factorwith a specific value of 5.5 (with a total variance of 11.8)and fourth component includes allocation credit for training citizens to deal with urban risks. Optimum location treatment and aid centers,attention to climate in construction buildings attentionto slope and topography in establishment buildings,which has assigned the most factor to the first component.The results path analysis the indicators affecting performance urban managers, factor natural environment city with a total effect value0.607 has the most effect on performance of managers.Urban risk reductionis the scope study.

This research aims to investigate the role of citizen participation in increasing the success of urban management in Shiraz. The method of this research is quantitative and survey based on the purpose of the research. Research data was estimated by researcher-made questionnaire among 278 people by the Cochran formula. The relationship between all independent variables with dependent variables was tested in a structural equation model. The results of the structural equation modeling that were used to test the hypotheses showed that in the research model, the strongest effect was related to the relationship between the representation of citizenship power and the success rate of urban management with coefficient (0.91). After that, the effect of variable impact and oversight of citizenship (0.79) is in second place. Finally, according to variables of collective tendencies, democracy, urban reconstruction, and political structure of governance, each with specific coefficients, has a direct and significant effect on the success rate Urban management in Shiraz city.
