Review : Today, the importance of the media, including public relations, as an organizational media in shaping and guiding public opinion and the flow of political, social, economic events ... is not about anyone, perhaps until recently, the pivotal role played by public relations. It was merely informing of objective and real events. But at present, public relations can become the "media organization" of the navigator and streamer in the community by creating conditions for a passive administrative apparatus. The purpose of this research is to investigate the flow of public relations news in society with the variables such as the transformation of public relations into a media organization, changes in technological developments, the use of expert manpower and the use of journalistic formats. The research is carried out using a survey method. The tool used is a questionnaire. The statistical population of the public relations ministries and organizations based in Tehran is 600, and the sample size is 200. The results of the research show that public relations can play a more active role in streamlining the news with the technological changes that have been made, the formation of public relations with media organizations and the use of journalistic formats. Color and shape are basic characteristics which are used to recognize traffic signs. In this paper, a new speed limit sign detection method in various conditions is proposed. In this method, color image is segmented based on a thresholding technique in HSI color space. Then, corner features are detected using convolution masks and found the location of sign. The first advantage of this method is high accuracy to detect the location of sign. So, the object can be detected with 30% noise level, 30 meters for distances of signs, and  for rotated signs. The second advantage of the proposed method is high speed in sign detection. Utimately, the type of sign can be recognized with eliminate redundant information and match between extracted image and database image. If the illumination conditions be ideal, the recognition rate is obtained to 89%. Manuscript profile

TADAS additional dampers are a type of passive control system that can be used in seismic design or retrofitting of offshore structures. The most common type of fixed offshore structures that are used include jacket or template platforms. These dampers in combination with offshore structures through the consumption of a large part of the input energy of the earthquake, greatly reduce the demand for energy loss by the main members of the frame in this type of structures and therefore increase the safety of structures. In the present study, the behavior of TADAS dampers in large displacements in SPD21 platform, which is one of the offshore platforms of South Pars phase 1, was investigated and some possible incorrect details in its design, which if not paid attention can cause damage to the structure, were reviewed and analyzed. To investigate this issue, the TADAS damper was simulated in full detail in the SPD21 offshore structure in ABAQUS finite element software and was subjected to continuous earthquake loading resulting in the large displacements. It was found out that the stiffness of the damper increases sharply and abruptly in a large displacement, which can lead to undesirable responses and even help to destroy the marine structure, and the looseness of the pins delays damper performance and increases the likelihood that dampers will play a lesser role in the earthquakes. In this research, it was deduced that if the height of the TADAS damper gap is increased up to 9 cm and the pins are at the lowest point inside the gap when installing the damper, the TADAS dampers installed on the template platform will be able to withstand the forces of earthquake and large displacements caused by them up to 17.9 cm which will play an important role in the stability of template platform structures such as SPD21 in the event of an earthquake and large displacements. In this study, the synthesis of hollow mesoporous silicate particles was studied using TEOS precursor in the presence of a polystyrene template and CTAB surfactant micelles. The process was carried out in based on alcoholic system with pH control and adding CTAB surface activator at a suitable concentration. The results of the FTIR analysis showed that the pre-forming particles of TEOS formed surface boundaries during the synthesis process with CTAB surfactant agents. Also the presence of Si-O-Si bonds (range from 600 to 1320 cm-1) indicates the formation of silicate chains on polystyrene molds. Thermal analysis studies showed that using appropriate heat treatment and precise control, all organic compounds can be removed from the system and synthesized hollow mesoporous silica particle with the least structural defects at 380°C. The BET analysis showed that the specific surface of these synthesized mesoporous silicate particles is 1180 m2.g-1 X-ray diffraction results showed that the product obtained was amorphous silica and impurity phases are not formed in this system. The DLS analysis showed that the synthesized particles had dimensions ranging in size from 1 to 10 nm and the distribution of particle size has occurred in a narrow range. SEM images confirm the sphericality of nanoparticles with a mean size of 25-30 nm. Finally, the transmitted electron microscope images showed that the synthesized silicate particles were hollow, so that the diameter of the hollow cavity and its entire total diameter are about 30 and 80 nm, respectively. This paper investigates the applicability of nickel-nickel oxide metallic foams as a current collector for supercapacitor. A simple galvanic displacement reaction was employed to fabricate dendritic Cu dealloyed nanoporous Ni-NiO foam. A comprehensive characterization of foams are presented and includes the analysis of their structural, chemical, and electrochemical properties. The process is studied under well-defined experimental conditions using XRD, SEM, electrochemical impedance spectroscopy (EIS) and galvanostatic charge and discharge (GCD). XRD results confirm the presence of nickel and nickel oxide phases. Also, in the SEM test, porosities were observed in the range of micro and dendrites in the nanoscale. The outcome of these experiments demonstrates that the Ni-NiO foam has a higher specific capacitance. The best specific capacitance for Ni-NiO foam was calculated 924 F/g at 1A/g. Ni-NiO foam maintains 81.8% of its specific capacitance at a current density of 20 A/g and after 3000 cycles. The created foam electrode can be used as a current collector for the deposition of subsequent layers and is a candidate for use in supercapacitors. Manuscript profile
