        Background: In a complex and dynamic organizational environment, talent management is the key to the success of organizations and leads to sustainable growth, but it has become one of the fundamental challenges of HRM.Objective: This study aims to provide a general model of talent management in the Ministry of Sports and Youth.Methods: The research method was mixed qualitatively and quantitatively. Qualitative information was identified using Delphi technique and semi-structured and in-depth interviews with 15 experts, 11 Dimensions and 85 indicators. Finally, a questionnaire of 85 talent management questions was set for the quantitative part and according to the size of the population, 280 questionnaires were analyzed using Cochran's formula using structural equation modeling with PLS2 and SPSS20 software.Findings: The results of exploratory factor analysis identified and confirmed 11 dimensions and 83 indicators. In the ranking of dimensions, the dimensions of preservation, information and communication and performance were ranked first to third, respectively. Among the indicators, compensation, technology, job satisfaction, performance appraisal, succession planning, reverence, transfer of experiences, futurism, meritocracy, transparency of strategic goals and supportive laws were ranked highest in each dimension of talent management. The goodness of fit index was calculated to be 0.76, which indicates that the overall fit of the model is appropriate.Conclusion: Talent management is very important for the staff of the Ministry of Sports and Youth and should also be important for the organization because it plays a key role in achieving the success of the organization and sustainable development.         Nowadays, there are some fundamental issues in the Customs Administration due to the necessity of keeping up with the modern administrative and systematic practices of the world. These issues are more about attracting, nurturing and retaining talent, which has raised the importance of the talent management debate in this government agency. The purpose of this research is to present a comprehensive model of talent management for the Customs Administration. In order to do this research, due to the need to extract native and specialized characteristics of Customs Organization, to establish a proper framework, we first examined the existing empirical background. Then, after sorting the background, we obtained 139 indices that we selected using Delphi-fuzzy method for expert screening. By purposive sampling, 20 experts were selected. After 4 phases of de-fuzzing, 54 indices remained. The model was evaluated and validated in the Customs Administration through accessible sampling with 367 samples.         Higher education in today's world is one of the specialized fields whose management requires the employment of managers who have the abilities and competencies to manage this organization. In this regard, talent management is considered due to its ability to create and maintain a competitive advantage. The purpose of the current research is to design a model of talent management for presidents of Islamic Azad University in Tehran province. The current research is qualitative and data-based in terms of practical purpose, in terms of exploratory nature, in terms of the method of data collection and analysis. The studied community includes experts in the field of talent management in higher education, which was conducted in the form of purposeful sampling with the snowball strategy and continued until theoretical saturation. The data collection tool is a semi-structured interview, the validity of which was confirmed by the triangulation method. Data were analyzed by open, axial and selective coding method in MAXQDA 2020 software. The results of the research showed that the dimensions of talent management for presidents of Islamic Azad University include "employee development, motivation, retention and ensuring recruitment".
