        The objective of this research is to politically assess the strategic approach and positions of the Islamic Republic of Iran concerning the Shanghai Cooperation Organization (SCO). The research method is descriptive-analytical, and the findings indicate that the mutual interests of Iran and the two major powers within the SCO, Russia, and China, in preventing American influence in Southwest Asia, particularly Central Asia, have brought them closer together within the framework of bilateral relations and also within the SCO. To counter American hegemony at the regional level and ensure its national interests against the security threats posed by the United States, the Islamic Republic of Iran has taken steps towards permanent membership in the SCO. Permanent membership in the SCO has provided structural opportunities for Iran, which, on one hand, can create a balance against American hegemony in the region with the support of the powers within this structure, and on the other hand, enhances Iran's political and security status in Central Asian equations and Middle Eastern developments. Therefore, with the aforementioned high capacities in the Middle East region, Iran has the necessary strategic capability to become a regional power. Manuscript profile

        After China started the policy of implementing reforms in its economic structure from 1990, the economy expanded enormously and took great leap forward and the consumption of energy in different sector of the economy increased. With the increase in the need of China for energy, the question of the security of access to energy became one of the important issues of the foreign policy of this country and also in relations of China with countries in its periphery. But the expansion of China’s presence in the region is not only due to China’s dependence to the import of energy and making safe the routes of access to it. This policy of China should be regarded in a wider framework and taking into consideration its economic and political objectives. In fact the increase in the ties of China with the developing countries and the expansion of its presence in region should be interpreted in the direction of increasing its influence and position at the international level and should not be considered merely for the sake of access to energy sources. On the whole it seems that the question of supply of energy though plays an important role in shaping China’s regional and global behavior but it cannot make the foreign policy of this country dependent on this type of considerations. In present paper an attempt has been made to show that though energy is an important factor in relations of China with the countries of Shanghai Cooperation Organization, nevertheless it seems that energy is having more an instrumental role for furtherance of geopolitical interest of that country. For understanding the nature of China’s energy policy one should study in a wider perspective the multiple preferences of security policies and competition of this country with other countries in Shanghai Cooperation Organization region.         Shanghai Cooperation Organization with membership of China, Russia, Kazakhstan, Kyrgyzstan and Tajikistan, Uzbekistan, India and Pakistan, on September 17, 2021, agreed to Iran's membership in the organization. After a year passed since the conditional approval of Iran's membership in the Shanghai Organization, on 17 September 2022, Iran officially became a full member of this organization. The structure of the Shanghai Cooperation Organization, with the predominance of security and political propositions, also has economic dimensions, which, if properly understood, will create opportunities for Iran in the economic and trade fields. Accordingly, an attempt has been made to examine the possibility of convergence under this organization in the form of a theoretical framework of regionalism; In this study, in response to the question "Is it possible for regional integration between the SCO countries and provide opportunities for Iran under this cooperation?", Using descriptive-analytical method and data collection, with the help of library and Internet resources and under the theoretical framework of new regionalism, it is hypothesized that "the SCO, due to the priority of security-political goals, disagreement of key members in pursuing economic goals and the weakness of structures and institutions to pursue economic programs, has minimal potential for economic integration among its members, but in case of lifting the sanctions obstacles facing Iran, it will provide opportunities for political unity and economic opportunities for the country."
